Successfully defended PhD dissertation at Oxford University for the Open University. Thesis: Use of Plasmodium coatneyi, the simian malarial parasite, as a model for Plasmodium falciparum, an agent of severe malaria in humans and one of the most significant diseases on Earth.
Leads a diverse, high performing global research group of ~210 biological and material scientists, veterinarians, chemists, toxicologists, biocompatibility SMEs, management and technical support staff, specializing in translational research across the lifecycle of all 16,000+ BSC products. Responsible for setting strategy, advocating within the industry and delivering high quality preclinical data for product development, approval and product sustaining for all divisions at Boston Scientific as well as providing diligence for Mergers and Acquisitions and Integration of Pre-clinical assets and research into BSC. Areas of emphasis cover medical device development for structural heart, peripheral interventions, electrophysiology, urology/pelvic health, endoscopy, interventional oncology and neuromodulation. This role also helps to identify new Business Development and Technology opportunities for BSC through external and internal collaborations brought forth by the divisions and our external research partners. The Vice President has direct responsibility for a team of Director/Fellow level scientists and laboratories at global BSC sites including: Biocompatibility and Toxicology; the Center for Biological Innovation; Material Testing, Analysis and Characterization laboratory; the Chemical Characterization laboratory and Pre-Clinical Operations and Study Management which comprises the Research and Technology Center. This role also provides scientific vision and diverse knowledge when partnering cross-functionally as well as with internal clients. This position is chartered with the responsibility to ensure that all Pre-Clinical activities are conducted in accordance with all applicable global regulatory, ethics and Boston Scientific’s standards.
Director of the Armed Forces Research Institute of Medical Sciences (AFRIMS), a bi-national U.S. Army – Royal Thai Army Directorate, formed in 1959 in Bangkok, Thailand. USAMD-AFRIMS conducts regional infectious disease surveillance and research in 11 countries (Thailand, Cambodia, the Philippines, Nepal, Australia, Vietnam, Mongolia, Bangladesh, India, Lao-PDR, and Bhutan). Headquartered in Bangkok, the Institute has nine fixed satellite laboratories in five countries in South and Southeast Asia. As Director, responsible for all aspects of mission accomplishment for 27 military, >550 US and Foreign National civilians executing $35 million of product development and disease surveillance at over 35 research fixed and field sites throughout South-East, South Asia and Oceania. In charge of fostering a military and interagency operational focus to culminate in US FDA approval of vaccines and therapeutics against tropical diseases. Key member of the US Embassy Senior Staff, the US Ambassador’s health working group and COVID-19 task force. Responsible for scientific and ethical integrity of the human, animal, and basic science research efforts in seven distinct program areas to include one of the premier insectaries in the world with the only scrub typhus infected chigger colony in existence. Responsible for strong Military-Military and Military-Civilian relationships with INDOPACOM, the Royal Thai Army and other host nation Armed Forces, US Embassies, NGOs, academia, industry, and governmental partners across South East Asia, South Asia and Oceania. Activities of AFRIMS include infectious disease research, epidemiology, and all stages of medical countermeasure development, from basic research and pre-clinical through field testing of vaccines (Phase 1 through Phase 3 clinical trials), rapid diagnostic tests, and therapeutics for endemic threats, tropical and emerging infectious diseases.
Competitively selected for in residence US Army War College (USAWC), and subsequently chosen as the 2019 USAWC fellow assigned to the HHS Office of the Assistant Secretary for Preparedness and Response (ASPR). In addition to staffing the Assistant Secretary in daily meetings with Principals, to include Governors, Diplomats, Senators, Congressmen/women, White house/Congressional staffers, senior military leaders, leaders of industry, academia and all levels of medical response, acted as the Assistant Secretary’s designated lead for the restructure of the Public Health Emergency Medical Countermeasure Enterprise (PHEMCE) mandated both by Presidential Directive and Congressional legislation. PHEMCE is the interagency body managing medical countermeasure development, procurement and stockpiling across the whole of the United States Government. The mandate and specific focus was on streamlining the process, improving security and maximizing opportunities for collaboration within the interagency so as to minimize overlap, duplication and redundancy in the medical countermeasure enterprise tasked with protecting both the United States civilian population as well as the US military warfighters. It coordinates Federal efforts across the whole of government with the specific focus of enhancing National preparedness with regards to chemical, biological radiological and nuclear threats as well as pandemic influenza and emerging infectious diseases. PHEMCE is the precursor which allowed for the success of Operation Warp Speed in response to whole of government efforts to combat the COVID19 pandemic. -Government Advisor in 2018-2019 for the DTRA-Threat Reduction Advisory Committee (TRAC) In-depth evaluation of US role in the Biological and Chemical Weapons Conventions.
Triple hatted as the Team lead for therapeutics, Research and Development; medical warfighter integration officer and the project manager for filoviruses and arenaviruses. As team lead focused on development of medical therapeutic countermeasures against pathogens of military importance. Managed a small team of civilians each leading a specific pathogen portfolio and product area. Supported the Division Chief in Program Management covering the filovirus, alphavirus, arenavirus, select agent bacterial pathogens and botulism toxin portfolios. Responsible for managing research efforts aimed at developing supportive technologies and candidate medical countermeasures, in order to protect the warfighter and sustain operations of the joint forces in the face of a biological attack. Responsible for building a productive and cohesive team with oversight and management of approximately $300 million in contracts and grants over the five-year funding cycle. Additionally, as the Medical Integrations Officer for the Warfighter integration division, support the Department's Planning, Programming, Budgeting, and Execution (PPBE) activities, and DoD requirements for coordination, and integration of medical product development.
Commanded the U.S. Army Public Health Activity-Fort Carson, a Centralized Selection List (CSL) competitive selection, battalion-level public health and veterinary command, consisting of four main clinical Branches in four different states, composed of 123 military and civilian personnel, providing comprehensive public health and veterinary services in support of 44 Army, Air Force, Navy and Marine Corps installations over a 14 State Area of Operations (AO). Led, mentored and managed talent for officers, Non-Commissioned Officers, Soldiers and Civilians. Served as the Department of Defense executive agent for food safety and animal medical care in the District's AO. Ensured accountability for equipment valued at over $3.5 million. Responsible for food safety and quality assurance programs supporting 244 commercial and 219 military food establishments throughout North America and the Caribbean and responsibility for medical care programs providing services to more than 322 government-owned animals and skill sustainment missions involving 46,000 privately-owned animals.
