Monitoring Intercompany loan, review weekly NCD Report and DSO days; 2. Credit review on new clients and existing clients 3. Review and advice on terms of payments and payment security. Trade Finance 1. Review and approval Bond wording; 2. Advice Proposal or Project Team on terms & conditions of Letter of Credit Banking Relationships: 1. Negotiate with major banks for banking services and facilities for locations; 2. Negotiate with International Banks for the concept of Regional Banking Services; 3. Managing banking relationships, minimize cost on FX and Transactional Banking.
Treasury Management Forex Trade Finance Banking Facilities
Reporting to the Executive Vice President, covering 12 countries in Asia Pacific Region. Responsibilities: Regional Management and Reporting: 1. Oversee and ensure accounting and finance activities in accordance with GL’s Group Accounting policies, IFRS and local statutory requirements; 2. Provides advice to Management; 3. Ensure the monthly reporting and consolidated results issuance according to GL Corporate dateline; 4. Monitor the actual financial results against budget and forecasts; 5. Annual Budget and forecasts; 6. Develop and implementation Regional Finance Work Processes; 7. Set up the Regional Finance Team and manage overall staffing of Finance team; 8. Assist Head Office on Transfer Pricing and Inter-company cost allocation; 9. Assist in establish and monitoring the implementation of “3 Years Strategies Master Plan”. 10. Liaising with external and internal group auditors, tax authorities and local authorities; 11. Migrated to new Accounting Software System. Treasury Management: 1. Develop and implementation Regional Treasury procedures; 2. Negotiate with major banks for banking services and umbrella credit facilities; 3. Implement and contro Internet banking services; 4. Foreign exchange management & Fixed income investment; 5. Credit Control; 6. Monitoring and control funding request. Merger and Acquisitions: 1. Assist Corporate Development team on merger and acquisition exercises; 2. Integration newly acquired Groups of companies; 3. Proposed various departments’ integration to optimise resources and costs saving; Corporate restructuring: 1. Restructuring exercise by transferred branch offices to local incorporated entity; 2. Incorporated new companies in strategy countries; 3. Restructured the loss making subsidiary. Cost Control Department: 1. Implement Cost Control Department; 2. Introduced Personnel Costs Computation (standard costing) to the region; 3. Introduced Monthly Project Accounting Report.

Major achievements: 1. Project Financing – Project Financing for biggest grass root refinery project in Vietnam. The Project Financing involved syndicated loan from Financial Institutions and Export Credit Agencies. 2. Centralised Cash Management in the Region – Managed to improved group liquidity, better short terms investment return and more important Financial Institutions have granted clean credit facilities covering Forex, Bank Guarantee and Short Term Loan facilities. 3. Optimize Return on Fixed Income – introduced the Treasury Work Processes to the region and optimised Current Accounts and Fixed Deposits ratio, in which the Company earned significant interest incomes for two consecutive years. 4. Involved in numbers of Turkey Projects negotiation in China and Vietnam, in which successful negotiate payment securitisation by SBLC and down payments. 5. Hedging Forex exposures. 6. Set up the Regional Treasury Team and introduce and standardised work processes and reporting.
