Major Responsibilities: Preparation of Cost Estimates, Technical Feasibility and PC-1 for the development schemes. Execution of Provincial ADP schemes, including schemes identified and sponsored by MPA’s, MNA’s and Senators in the district concerned. Preparation of Comparative and bids analysis statement. Issue work order of development schemes and ensure proper lay out. Supervise the working of Sub Engineers posted in a District. Physical inspection of development schemes to ensure quality and quantity as per approved PC-1s and technical specifications. Checking and authenticating the work bills of the contractors, prior to submission for payment/release. Recommend the release of schemes security as per standard procedure. Take measures required for quality and timely completion of the developmental schemes. Countersigning of Measure Book (MBs) as per standard procedure. Prepare Operation and Maintenance Plans of works and building infrastructure. Lead the Technical Team in preparation of site visits, drawing and designing and supervision of developmental schemes. Prepare replies to the observations and inspection reports by the audit or any other authority related to developmental schemes. Ensure proper custody of record related to developmental schemes and bidding/procurement process.
Major Responsibilities as Rural Infrastructure Engineer: Assist SRSP in finalization of project technical engineering standards pertaining to various infrastructures schemes in ensuring that standards are applied in all CDLD projects. Help out the contracted CBOs for their understanding of design, work planning/programming, procuring materials, identifying suitable craftsmen and initiation of physical execution. Be ready to facilitate and support to District Development Committees (DDC) and District Technical Committees (TEC). In case of any impediments, assist and facilitate district engineers and SRSP to support beneficiary communities for any technical engineering related matters during implementation phase. Support line departments to develop standardized public asset management regimes to ensure continued support and maintenance of CDLD projects. Assist in conducting training needs assessments of district engineers from concerned line departments. Major Responsibilities as Coordinator of Pool of Engineers: Coordinate official activities of Pool of Engineers and regulate functioning of their office. Ensure attendance of all the Pool of Engineers and security staff and report to the District Officer Finance & Planning Swat/Deputy Commissioner Swat. Ensure presence of all Pool of Engineers and staff during duty hours. Vigilantly monitor and maintain record of Government Assets in the office and report to the District Officer Finance & Planning/Deputy Commissioner for any action well in time. Supervise activities of Pool of Engineers in the office and make correspondence with the office of District Officer Finance & Planning/Deputy Commissioner Swat in writing, regarding official activities. Coordinate for timely performance of all tasks assigned to him and to all Pool of Engineers. Correspondence/Reporting regarding various CDLD activities will be made with the District Officer Finance & Planning/Deputy Commissioner Swat.
UNHCR’s RAHA Program: Major Responsibilities: Assist in Sites Validation process, Project Design (PMU), Project Approval (Project PTF, Project Donor Approval, Project SAFRON Approval), Project Contracting (Implementing Partners’ Agreement data, Overheads, Soft components, Hard components, Milestone setup), Project Execution (Monitoring Visits), Project Closure (Start Closing of contract). Monitoring and Sites Validation of multi sector RAHA Program Infrastructures (Education, Health, WASH and UNHCR’s RAHA Government projects). Undertake frequent field missions in all districts of KPK Province including overnight stay, to improve project implementation and review project performance. After every mission, provide a report with supporting documents on each project site visited. Provide support in validation of proposed projects and feasibility assessment. If required, conduct monitoring jointly with CAR (Commissioner-ate Afghan Refugee). Assist with the implementation of the recommendations by meeting with the partners directly for follow-up on pending issues. Desk review of project proposals. Propose revision of project deliverables, work plans and budgets, as required. Verification of completed projects on sites.
DRC is an international non-governmental organization, which promotes and supports durable solutions for refugees and internally displaced people in more than 30 countries world-wide. DRC has established an operation in Pakistan in December 2010 in order to contribute to the flood recovery response, as well as part of a regional program addressing Afghan displacement in close coordination with its porgrammes in Afghanistan, Iran and Tajikistan. DRC office in Pakistan is established in Peshawar with approximately 80 national and international staff. Programme components include support to Afghan refugees through Protection and Livelihood activities.The current DRC projects are funded by international recognized donors such as UNHCR, DANIDA etc. 1. Monitoring of multi sector Infrastructures (RAHA/IDPs) with their reporting to UNHCR, implemented by Implementing Partners and contractors of UNHCR. 2. Undertake regular monitoring of Implementing Partners ongoing activities, review project performance and recommended appropriate interventions and strategies to improve project implementation. 3. Coordinate with all relevant stakeholders (Commissionerate Afghan Refugee (CAR), Education department, Government line departments such as C&W dept, PHED dept, Irrigation dept etc, and especially implementing organizations in implementation and monitoring the progress of planned work plans. 4. Desk review of project proposals (BoQs, Drawings, Cost calculations). 5. Site validations of proposed projects and feasibility assessment. 6. Revision of BoQs, Drawings, Work plans and Budgets, as required. 7. Monitoring of work progress of construction works and networks on site. 8. Monitoring of quality and compliance with building codes on site. 9. Verification of completed construction and installations on site. 10. Writing of reports and requests for clarification in English. 11. Technical advice to operations managers and implementers. 12. Travel throughout KPK and FATA agencies.
The Community Infrastructure Restoration & Rehabilitation in Six Tehsils of District Swat Project (CIRR-Swat) is designed to ameliorate living conditions in areas under-served by relief efforts and provide a better living environment and opportunities to conflict and flood affected communities for revival of livelihood and economic recovery through rehabilitation of the Community Based Infrastructure Schemes (Link Roads, Retaining walls, Small Bridges, RCC Culverts, Drainage Channels, Street Pavements etc), natural resource base and provision of skills development and asset replacement, funded by Kingdom of Saudi Arabia implemented through United Nation Development Programme. 1.Constructional Supervision & Monitoring of Schemes i.e. Link Roads, Retaining walls, Small Bridges, RCC Culverts, Street Pavements, Drainage Channels etc. 2.Provide technical guidance to the Peace and Development Program Partner organizations for efficient implementation and in a phased and prioritized manner with full consultation and co-ordination with staff and key stakeholders, this includes estimation of Bill of Quantities, design etc. 3.Finalize existing Bill of Quantities against each site and provide complete documentation to launch respective procurement process leading to award of contract/s to partner organizations. 4.Review the proposals received against the procurement call; to award of contract to the selected organization/s. 5.Oversee that community infrastructure activities are undertaken by the selected organization/s according to the project proposals. 6.Conduct qualitative and quantitative monitoring and evaluation of Community based Infrastructures. 7.Regular oversight of the implementation of the construction works. 8.Document and control of cost implications of contract changes due to design. 9.Coordinate with all relevant stakeholders. 10.Ensure quality standards both qualitative and quantitative are considered. 11.Documentation of all relevant activities.
