As Programme Manager WASH and Construction at Concern Worldwide, I bring over 2 years of experience leading the planning, design, and implementation of WASH and construction initiatives in Somalia/Somaliland. Leveraging skills in project planning, public-private partnerships (PPP), and quality monitoring, I collaborate with teams and partners to deliver impactful programs that address critical community needs. My role emphasizes efficient resource management, proposal development, and strategic alignment of projects with organizational goals. Previously serving as Deputy Construction Manager at Concern Worldwide for 3.5 years, I contributed to the establishment of robust monitoring and quality control systems to ensure the timely and accountable delivery of construction activities. My overarching goal is to empower communities through sustainable infrastructure and foster resilience in challenging humanitarian contexts.
The Programme Management and Development role involves supporting the WaSH and Construction Coordinator in managing all WASH and Construction projects in Somalia/Somaliland, providing support to the Concern WASH and Construction team and implementing partners during planning, designing, and implementation of WASH and Construction Activities. This includes ensuring efficient management of programme implementation, reviewing strategy and program approaches, developing proposals, concept notes, and budgets, and working closely with other Programme Managers throughout the planning, design, implementation, monitoring, and evaluation process. The Technical role involves supporting the WaSH and Construction Coordinator in implementing WASH and Construction projects, ranging from engineering to social and community engagement, and ensuring all activities meet SPHERE standards. They also develop protocols, operating procedures, and training materials, and ensure uniform methodology is applied across the board. To support the implementation and technical aspects of the SUIDAC project, focusing on water source management, solid waste management, and environmentally friendly practices in Gedo, Lower Shabelle, and Somailand Staff Management and Development involves establishing clear performance objectives for each reporting staff, identifying team training needs, and designing appropriate training and follow-up models. Partnership Management involves identifying capacity building needs for local partners, drafting MoUs, conducting regular meetings and interactions with partners, and providing feedback on programme quality and performance. Other tasks may include ensuring team members are aware of core Concern policies and procedures, conducting regular briefings on these policies, and analyzing, mitigating, and responding to protection, inequality, and risk and vulnerability during the overall planning, implementation, and management of the WASH and Construction programme.
• In coordination with the Senior Construction Engineering Manager and Deputy Education Programme Manager, conduct needs- and technical assessments for planned TTI, schools & WASH construction activities. • Develop and lead the implementation of a monitoring and quality control system to ensure accountable and timely implementation and achievement of works by Contractors, e.g. through daily, weekly and/or monthly tracking reports, checklists and spot-checks of resource and equipment mobilisation to site, construction activity progress and output milestones; train and ensure quality control of the system and tools’ used by Concern’s site supervisory team. • Provide inputs to the Senior Construction Engineering Manager to ensure construction designs and works are in compliance with existing Government regulations and industry standards. • Report to the Senior Construction Engineering Manager and Deputy Education Programme Manager on contractor and team progress against work schedules, highlighting clearly any deviances and suggesting any appropriate remedial measures to be taken. • Conduct regular site meetings with contractors and/or contractor representatives to be updated on issues, problems, schedules, materials, equipment and overall work activity. Document and file minutes of these, sharing appropriately and ensure timely follow up on issues arising, consulting appropriately with line manager. • Support effective coordination and collaboration with key stakeholders (contractors, national and local level Government Ministry representatives, community leaders, Clusters and other implementing agencies), representing Concern per request of Manager, to ensure efficient collaboration and coordination for non-duplication of efforts, a joint resolution to challenges as appropriate, and collective meeting of affected community priority needs. • Liaise with national and local level line Ministries and relevant authorities for appropriate and well-informed coordination.
• Provide technical support for the implementation of engineering components related to the DDR Portfolio’s construction projects implemented in southern Somalia, and Participate in the preparation and evaluation of technical designs, scope of works, bills of quantities (BOQ) and material specifications lists in coordination Project manager and logistics officer in Mogadishu to identify basic and/or special project needs in specific areas; • Advice the IOM team on activities related to the actual implementation of the infrastructure projects in relation the design, specifications and BOQs; and Suggest appropriate mechanisms to adapt structures in the areas selected during the initial stages of grant development; • In coordination with the procurement team, participate in bid openings and evaluations. As well as Provide technical guidance and monitoring of ongoing projects providing progress • Submitting weekly update Report to Germany Embassy of Somalia of rehabilitation centres of Jubbaland and south-west projects as well as the security situation of project sites.
1. QA and QC of Multipurpose Cold and Dry Storage under UNSOS ration office in Somalia, and Advise program management on ways to proactively manage the impact on the project of potential fluctuations in the supply chain arising from different market uncertainties;
KEY RESPONSIBILITIES: 1. Develop a Capacity Building plan with CB team • Adapt the existing capacity building plan for national & partner staff. This will include group work, hands-on support as well as individual coaching / succession plan of key national staff. The plan should incorporate clear dates/ objectives as well as support needs (Oxfam and external support). It should also be collaborated together with PHE, EFSL, Gender & Protection teams • All CB will be linked directly to WaSH programme activities and contribute to programme implementation • In collaboration with the WaSH Coordinator and CB teams (WaSH and EFSL), lead on the development of capacity building initiatives to ensure consistent and quality support to the communities Oxfam is working with. oughout the planning, design and implementation stages of the programme • Promote the inclusion of cross cutting issues within programming, including HIV/AIDS, malaria, gender & protection and community participation. 2. Reporting and communication • Provide regular verbal and written report to the respective programme manager and WASH Co, frequency of such reports to be defined by the line/matrix management • Provide technical reports on specific concepts and facilitate information sharing and lessons learned across field locations to improve CB approaches • Assist in outlining activities in new or revising proposals and contribute to donor reports 3. Staff management and Capacity building • Support national staff on their own team management (and recruitment), including the use of Oxfam HR protocols for effective staff performance management • Provide feedback and conduct appraisal and capacity building • Ensure that all designated WASH staff are aware of and abide with key internal and external • protocols and principles (e.g. Red Cross Code of Conduct, People in Aid, Oxfam’s Code Conduct.
Duties & Responsibilities • Responsible for implementation of the ongoing projects according to the signed Agreement and further modification approved by the donors • Responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding. • Be responsible for the timely submission of project proposals as well as external and internal reports to donors and clusters. • Responsible of the preparation of all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors. • Responsible for staffing and appraisal of the national personnel involved in the projects. • Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. coordination among education partners, CRC etc.). • Maintain daily relationship with the Donors and involve the Head of Mission whereas strategic opportunity can arise. • Fund raising at Nairobi level in order to expand WASH activities in Mogadishu, two Shabelle regions and Bay region • Maintain ongoing surveillance of the developing humanitarian situation and adjust activities accordingly. • Supervise and monitor the construction of WASH infrastructure as envisaged in the project proposal • Coordinate with local authorities in States of Somalia and wash cluster.
