Mr. De Corte has >12 years of experience in the electricity oil and gas markets, energy market regulation and management and is/was active in the field of the development of creative renewable energy frameworks, environmental & water consultancy, energy market liberalization issues, oil and gas markets, energy market (de-)regulation and the management of LNG and wind energy projects.He held position as Director in a Belgian energy consultancy company; in the Communication Dept.in the Netherlands and Flanders for the French multi-utility SUEZ; as Counselor to the Presidency of the Belgian federal energy regulator CREG; as Head of the Energy Department and deputy-Chef de Cabinet at the Ministry of Energy; as Managing Director Upstream – Downstream department of a American/Belgian LNG shipping company. He was involved in the regulation of European LNG terminals and worked on tarification methodologies for LNG terminals. He set up a cooperation agreement between Belgium and Qatar for the supply of LNG. In the field of gas storage, he facilitated and negotiated the signing of a cooperation agreement between Belgian gas transporter Fluxys and Russian Gazprom. He was in charge of putting up the regulatory framework for the extension of the Zeebrugge LNG terminal and the capacity doubling of the VTN-bis gas pipeline in Belgium. He held position in the Governing Boards of gas transport operator Fluxys and gas wholesale trader Distrigas. He was responsible for the ‘translation’ into national regulation of the Second Package Guidelines for gas and electricity. He was the co-architect of a regulatory framework aiming at guaranteeing a safe and stable investment climate for the offshore wind farms in the North Sea. In the field of oil he created the regulatory framework which allowed the establishment of the Agency for the Coordination and Management of the Belgian strategic oil stocks and set up the Fund for the sanitation of polluted fuel station sites.
