David is a recognised cyber security expert specialising in national cyber preparedness, crisis coordination and resilience uplift across government and critical infrastructure sectors. With two decades of public sector experience, he brings a strong jurisdictional and operational perspective on how cyber strategy and policy translates into frontline outcomes. David is widely respected for his work strengthening cyber preparedness and response arrangements at the intersection of government, industry and emergency management. His career spans senior cyber security leadership, strategic program delivery and specialist intelligence roles focused on transnational organised crime and national security, providing a practical understanding of the national security and societal impacts of cyber risk. David previously served as the Victorian Government Chief Information Security Officer, where he advised government on statewide cyber security strategy and policy and oversaw the delivery of large-scale cyber uplift programs across the public sector. In this role, he led the establishment of the Victorian Government Cyber Incident Response Service and the Victorian Government Cyber Incident Management Framework, significantly improving cross-government coordination and reducing the scale, impact and severity of cyber incidents across the public sector. At the national level, David represented Victoria on the National Cyber Security Committee, where he developed a deep understanding of the challenges associated with achieving consistent cyber preparedness, interoperability and coordination across jurisdictions. He was responsible for establishing the National Operations Subcommittee, focused on improving operational readiness and coordination during nationally significant cyber events. David is a recipient of the Resilient Australia Award for his contribution to improving Victoria's cyber resilience. He holds a Master of Public Policy and Management and is a Graduate of the Australian Institute of Company Directors (GAICD).
