Drinking Water Projects Unit Water Infrastructure Fund Section
-Contribute to review and prioritization of funding applications for drinking water and wastewater construction projects in preparation for the State Water Infrastructure Authority's (SWIA's) funding approval -Manage projects throughout the State Revolving Fund's (SRF's) project cycle including funding award, engineering report review, plans and specifications review, and construction inspection -Develop guidance documents related to statutory requirements of NC's distressed local government units - part of the Viable Utility Reserve (VUR) program
-Assist the Commission by providing expert counsel, assistance, and support in the regulation of investor owned public utilities in the following areas: general rate cases; cost of service/revenue requirements; cost allocation; rate design; integrated resource planning; avoided cost proceedings; transmission and interconnection proceedings; service quality; fuel charge adjustments; renewable energy; demand-side management; energy efficiency; purchased gas adjustments; annual reviews of gas costs; margin decoupling trackers; integrity management riders; Commission rulemakings; requests for the creation of regulatory assets and liabilities; transfer of control (sales, mergers, and/or acquisitions) with respect to existing utilities; affiliated company transactions and contracts; decommissioning of nuclear power plants, requests for certificates of public convenience and necessity; transfers and/or contiguous extensions of existing franchises; bonding requirements; appointment of emergency operators; utility plant design, replacement, and improvement; and special assessments.
-Track compliance with the Lead & Copper Rule for approximately 2,200 drinking water systems in North Carolina -Provide educational outreach and training to the regulated drinking water community regarding the Lead & Copper Rule and other Primary Drinking Water Standards -Review and approve water system recommendations for installation of corrosion control treatment -Prepare presentations regarding the Lead & Copper Rule and the Lead & Copper Rule Revisions
-Manage water, sewer, and facility projects for OWASA's Capital Improvements Program (CIP)
