Dustin O’Quinn works for HNTB, the PMC for Georgia DOT’s Office of Innovative Delivery for the Design Build and P3 Program Management assistance throughout the state of Georgia. Promoted to the program early in its genesis, Dustin has built a flexible, strong, dynamic team working on diverse projects, including I-75 Express Lanes, I-85 Express Lanes, Eastside Bridge Replacements, and the I-285/PIB Interchange Projects. Through these experiences, he has assisted in expediting projects and encouraged collaboration between multiple vendors, integrators, agencies, designers, and contractors all leading to high level successes with his delivery of GDOT’s first Variable Scope Project, navigating Procurements through an unprecedented Pandemic, as well as the delivery of GDOT’s new DB RFP Templates. Dustin is a graduate of The University of Georgia with a Degree in Agricultural Engineering and an emphasis in Structural and Natural Resources. He is DBIA Certified, a Professional Engineer licensed in the State of Georgia, and a member of ASHE. He enjoys spending time with his wife, son, and three dogs outdoors, boating, camping, and exploring the North Georgia and North Carolina mountains. Working in the Office of Innovative Program Delivery at GDOT to provide Design Build and P3 Project Management assistance around Georgia.
As the Municipal Department Manager I oversaw in the drafting of proposals, planning, design and permitting of site and municipal projects in-and-out-of the state of Georgia. This has required me to collaborate with our other offices in Birmingham, AL and Hiawassee, GA. During design, I use standards by ADA, MUTCD, FHWA, and multiple State Departments of Transportation. For the past 4 years, I have worked independently as a Construction Administration Manager, while continuing to manage projects in the design phase. Other responsibilities include billing, attending public information meetings, administering bid openings, reviewing plans, right of way assistance, and utility relocation coordination.
