Program Manager: currently providing proposal support for a number large CIP RFPs. Dr. McKinnie is assisting the Hill's proposal team in drafting technical and management sections for various proposal efforts and helping mentor team members for oral interviews Planning development for a $2.2 Billion theme park and resort in Costa Rica. Program will incorporate LEED design concepts, as well as, focusing on integrating design accomodations, (Unversal Design), for tourist with disabilities. Dr. McKinnie is drafting the Program Management Plan. Served as Project Controls Consultant supporting the Large Synoptic Survey Telescope Program, (LSST), a $545 Million program. Helped reconfigure project controls database, prepare cost and schedule reports, and support program efforts in preparation of, and during, National Science Foundation, (NSF) Program Design and Funding review, (PDR). Outcome, after an extensive week long drilldown and inquiry, LSST received recommendation for full funding for the execution phase of their program.
Veterans Administration Sewer Repair and Relining, Long Beach, CA (2010). This project involved the repair/relining of offsite sewer and manholes using cured in place pipe (CIPP) construction. Dr. McKinnie served a project manager. His duties included preparation of various quality/safety plans, coordination with the Army Corps of Engineers, subcontractors, inspectors, and owner’s representatives. At the completion of the project, Dr. McKinnie received a high rating for quality, timeliness, and cooperation with the project stakeholders.
Leader in providing a full range of high-quality software development and systems engineering services. Government defense contractor and software developer specializing in services to the DoD. Clients include Hughes, General Dynamics, SAIC, SPAWAR Systems Center. 250 employees.; Reported to the Joint Program Officer. Responsible monitored and coordinated key capability integration points for cross program dependencies for the Joint Program Executive Office for the Joint Tactical Radio System. Duties included system planning, budgeting, scheduling, maintenance, and training. Supported the integration R&D development for the next generation of radios for the entire DoD; Result: Transitioned efforts for a 6-year, $1.46-Billion program into a common integrated effort. Established a scheduling system; Result: Enhanced ability to predict the breadth of enterprise integrated behavior which Program Managers used as a tool to make decisions on the program. Developed custom reports simplifying the complexity of database output; Result: Able to provide the technical directorate a way to plan their test events.
