Directed all staff and field personnel for rural nationwide wireless ICT deployments for both private and government based projects. Worked with CEO on managing the government bidding processes, contracts, RFP’s & SOW’s. Work directly with NGO’s, World Bank, USAID, & local and regional governments regarding all financial & implementation matters. •Managed successful nationwide IT projects for the Ministry of Finance to design, Integrate, and implement a Financial Management Information System (FMIS) to serve both Federal and local based governments for Tax collection & rural communications. •Co-wrote successful contract & managed a nationwide project to build the Government of Indonesia’s first “Intra-Governmental Shared Information System” – IGASIS •Co-wrote and managed successful winning Contract with the Regional Government Planning Board to build and manage a Wireless Internet Service Provider and Government Data Center in Sumedang, West Java.
Directed all consultants and contractors for countywide redeployment of AT&T’s San Diego Wireless network from AMPS/CDMA too TDMA/GSM based technology. Contracted as the Senior Program Manager to oversee all system implementation, switching integration, infrastructure equipment, zoning, leasing, and regulatory concerns with the Mexican Government for the duration of project.
