I am a Transport Infrastructure Specialist with 38.5 years of public sector experience in Australia and 1.5 years of public and private sector experience in the UK (2005 and 2016). My key skills include: leading technical teams at director level or higher; formulating and delivering large infrastructure programs; leading complex transport planning studies and detailed design activities; and formulating and negotiating road franchise contracts. My engineering skills are primarily highways-based. My planning and programming skills cover a broad range of transport modes.
Led multi-disciplinary teams of up to 70 staff. 2017-18 - Led maior planning studies to: (1) plan a motorway for 80kms of the Warrego Highway; and (2) formulate a strategy for increasing high productivity vehicle access across Queensland. 2016 - worked for 6 months for the UK Dept for Transport as Baseline Manager on the $120bn HS2 project to gain international major project experience. 2013 to 2015 - Led the annual formulation of TMR's State-wide Transport Planning Program, worth about $60m/yr and which funded several hundred planning projects per year. 2014 - Led TMR’s planning review of the Queensland section of the multi-billion dollar, 1700 kms long, Melbourne to Brisbane Inland Rail project proposed by the Australian Government. 2012 – Team leader for the derivation of a ten year, $8.5bn upgrade program for the 1670 kms long Bruce Highway which is the primary highway linking most cities in Queensland. 2011 - Accelerated delivery of a $1.0bn transport infrastructure program from 8 to 5 months. 2011 - TMR's key formulator and negotiator for the technical aspects of the multi-billion dollar Road Franchise Contract to collect over 40 years of road tolls & manage the future maintenance & operation of 60 kms of urban tollroad. 2009 to 2011 - Led Area, Network, Corridor, Route and Link planning studies. Led the planning of major projects worth up to several billion dollars, and obtained approvals for various stages (e.g. Options Analysis and Business Case) by passing them through the various ‘gates’ of TMR’s Major Projects Appraisal Framework. Led the transport assessment of many major development proposals. 2008 to 2009 – Chaired four national committees of road-related technical experts which derived/reviewed 58 national technical guides (over 5000 pages) and progressed 30 research projects. Initiated the derivation of the first ever Austroads Technical Guide for Road Tunnels.
Led a multi-disciplinary technical team of 50 staff. Formulated an annual $100m transport infrastructure program for TMR’s Far Northern Region. Led all transport planning, design and development assessment activities for the region. This included managing project-related stakeholder engagement. Significant achievements included: planning and design of 80kms of rural highway plus various sections of 4/6 lane urban roads/motorways; and the transport assessment of a 20,000 person development. Worked as a Senior Transport Planner in Atkin’s Cambridge office in the UK in 2004-05 to gain global experience.
