David Baldwin is a retired Battalion Chief with the Sacramento Fire Department. He was assigned to the 3rd battalion on the B-shift where he supervised seven engine companies, three truck companies and the heavy rescue company. David has been in the fire service for 36 years, serving 29 years with Sacramento Fire Department and seven years with the Donner Summit Fire Department. David has a Bachelors of Science degree in Emergency Services Management from Union Institue & University and an Associate of Science Degree in Fire Science Technology from Sierra College. He is also a California State Fire Marshall Office certified Chief Fire Officer and Fire Instructor-II. Some of David’s accomplishments include being a co-author of the Sacramento Fire Department Engine Company Handbook, lead author of the Sacramento Fire Department Wildland Handbook and a member of the department's Engine Co., Wildland and Awards work groups. During his service with the Sacramento Urban Search and Rescue Task Force 7 he was deployed as a Logistic Specialist to the 1995 Oklahoma City Bombing, a Medical Specialist at the 1996 Atlanta Olympics, a Rescue Squad Leader at the 2001 New York City terrorist attack, and in 2005 a Technical Specialist during Hurricane Katrina event in New Orleans. Chief Baldwin is also a qualified Engine Boss, Strike Team Leader, Task Force Leader, Firing Boss and Faller 2 in the California Incident Command Certification System (CICCS).

FIRESCOPE Task Force The FIRESCOPE Task Force is representative of FIRESCOPE Board of Director Member Agencies with representatives providing operational and functional expertise in the areas of mutual aid, ICS, and MACS. The FIRESCOPE Board of Directors is responsible for determining Task Force size and agency make-up. The FIRESCOPE Task Forces primary responsibilities include the provision of technical expertise and support to the FIRESCOPE Joint Operations Team and the FIRESCOPE Executive Coordinator to address issues influencing mutual aid, ICS, and MACS applications. Additionally, they are responsible for coordinating with the National Wildfire Coordinating Group's (NWCG) Incident Operations Standards Working Team in addressing ICS and MACS applications to ensure that FIRESCOPE-developed products are compatible with National Incident Management System (NIMS)-developed products. Finally, the FIRESCOPE Task Force serves as the technical staffing element, providing recommendations to the Operations Team on issues influencing ICS and MACS components. The Task Force provides a level of quality control in the development and application of FIRESCOPE products and coordination with NWCG on common issues that influence ICS and MACS development at the national level.
