Private Sector Expansion and Entrepreneurship Promotion • USAID Office of Afghanistan and Pakistan Affairs, Technical Services (OAPA/TS) focused on developing and implementing new strategic private sector engagement strategies. • Design private sector engagement programs customized to the specific needs of the political, economic and cultural environment unique to a country or region. • Identify and assess the regional and international market potential of high-value, high-quality products and services where a sustainable market capture strategy for regional and/or global trade opportunities can be implemented. • Develop and nurture business creation/investment opportunities resulting in partnerships and alliances between private sector firms, business associations, government agencies, and/or bi/multilateral economic development organizations in emerging and transitioning economies. • Incorporate extensive research and analysis of geopolitical, economic, social, and national security factors into the design, evaluation, and impact assessment of economic development initiatives. Field Work • Served as the USAID Regional Economic Dev Rep for Southern Afghanistan based at the U.S. Regional Platform-South, Kandahar Airfield from Jan 2010 - April 2012. Managed diverse portfolio of programs and designed and initiated new economic dev and capacity building projects. Provided strategic program guidance to USG and Coalition Forces. • Served as Senior Economic Dev Adviser and Provincial Rep on the Provincial Reconstruction Team based in Salah ad Din Province, Iraq from Feb 07 to March 09. Implemented cross section of private sector dev and capacity building initiatives. • Designed, managed and implemented business incubator programs in Eastern Europe and the Middle East focused on Information Communication Technologies (ICT); SME business development, private sector competitiveness and value chain analysis from 1997 through 2007.
USAID Southern Region Economic Development Rep - Afghanistan (Jan. 2010–April 2012) Served as the USAID Regional Economic Dev Rep for Southern Afghanistan based at the U.S. Embassy Regional Platform-South at Kandahar Airfield. Responsibilities included the planning, design, dev and implementation of private sector economic dev capacity-building initiatives as well as serving as advisor and relationship manager for USAID IPs operating in the southern region. USAID Senior Economic Development Adviser and Provincial Rep - Iraq (Feb. 07 – Mar. 09) Former USAID Senior Economic Dev Adviser on the Provincial Reconstruction Team in Salah ad Din Province, Iraq, as well as the USAID Representative in the Province. I worked closely with PRT colleagues as well as Division, Brigade and Battalion staffs to strategically prioritize, design and plan economic interventions and engagements. Managed relationships with field-based USAID implementing partners active in the province and actively liaised with the USAID Baghdad Mission. Attached addendum details Iraq assignment.
Business Cluster-Industrial Competitiveness Adviser Geopolitical Research and Analysis International strategic political and business consulting focused on profiling and validating opportunities in developing market economies through market research, competitive analysis, trend forecasting, risk mitigation modeling as well as conducting overall country/regional geopolitical analysis. Projects included initiatives in the Middle East, Central Europe, Africa and Asia. Mr. Bailey was a principal team member on a World Bank/IFC sponsored feasibility study on the establishment of an Information Technology Park and Distance Learning Center in Bhutan. Assessment of private sector organizations and business enablement infrastructure. He visited key ICT related organizations in India in order to gain insights into the current status of the dynamic foreign export market for ICT services as well as to highlight potential investment opportunities in Bhutan.
