Organizational Leader / Executive Consultant and Mentor / Training Execution and Feedback Facilitator
Supervised division consisting of seven regional desks and 19 military, civilian, and contractor employees. Maintained situational understanding of DTRA operations, activities, and investments across 13 Combatant Commands and Sub-unified Commands. Managed the agency’s communities of interest aligned with each command, and facilitated cross-functional working groups to ensure agency efforts aligned with Combatant Command CWMD priorities. Prepared read-aheads, information papers, and talking points for agency senior leaders. Served as a direct link to the agency's representatives forward positioned within the Combatant Command staffs and headquarters, and assisted the agency’s requirements process. Prepared and staffed senior leader communications between the agency Deputy Director and Combatant Command Deputy Commanders. Planned, prepared, and executed the agency's week-long Combatant Command Representative workshop; hosting 27 Combatant Command Representatives, Inter-agency, and country team LNOs.
Worked in support of the CFC and USFK to understand and develop requirements within their staffs and components, and to integrate DTRA capabilities as operational solutions to CFC and USFK short falls. Met with partners within the ROK military, reinforcing the CFC, USFK and DTRA partnership in support of the Combined Joint Inter Agency Coordination Group - Korea (CJIACG-K) team. Effectively coordinated the efforts of the Mission Assurance Assessment Teams that supported the USFK protection requirements. Integrated DTRA-CT Cooperative Threat Reduction program capabilities into the development of the ROK CBRN Defense Command Nuclear Characterization Teams, execution of the SOCKOR / ROK SOF CBRN capability gaps workshops, refinement of the ROK CBRN Defense Command's CBRN Response Team capability shortfalls, ROK MND's EOD interoperability study, and informed planners on specialized capabilities needed to support current OPLANs. Coordinated and integrated the work of the DTRA-OI-OA DPRK Team into the work of the USFK J2, and its component staffs, forming a CWMD community of interest and a mechanism to track actions. Recommended the refinement of DTRA-RD's WMD-Tracker tool to improve SOCKOR's targeting visualization and to better illuminate threat persons, places and things associated with known WMD threat networks. Aligned and synchronized DTRA-SI support efforts into the CFC exercise plan and JELC cycles, ensuring capabilities fully supported the CFC, USFK and component training objectives and priorities. Integrated extensive DTRA-RD Reachback Technical Support into staff planning meetings, working groups, and exercises to ensure retention of the hard-target defeat capability within Korea. Assisted in the development and briefing of several senior leaders in the USFK J3, USFK J2, SOCKOR, ROK CBRN Defense Command, 8th Army and the ACC on DTRA capabilities and ongoing solutions integration.
National Training Center transformation initiatives planner. Developed and maintained the CTC Master Plan and NTC Campaign Plan, leading planning efforts for various force modernization and integration initiatives. Served as the executive agent for the NTC Campaign Plan. Established procedures for unit contributions to the CTC Master Plan, facilitated planning efforts with the United States Army Corps of Engineers on all MILCON and Unspecified Minor Military Construction Authority projects, and coordinated with a range of stakeholders to ensure timely completion of Material Fielding Plans, Material Requirements Lists, and Mission Support Plans. Oversaw a budget of $12M in FY19 for the Chief of Staff of the Army's Dense Urban Terrain (DUT) concept including master plan development, technical surveys, infrastructure improvement and training facility enhancement projects. Provided project oversight and direction to subordinate staff on numerous force integration efforts and projects to include the NTC Programmatic Environmental Impact Statement, Gray Eagle Hangar construction, and the Light Utility Helicopter replacement fielding.
Serves as the Plans & Operations Military Program Analyst, with full authority and responsibility for the direction of all phases of the Plans & Operations Division's workload. Includes all current operations, planning, administrative and logistical support requirements. Coordinates and supervises the planning, preparation, development, and execution of all tactical scenarios used by rotational units and any participating partners, (both Active and Reserve Components, Joint Forces, and Foreign Military) in force-on-force, live fire, and annual sustainment operations executed at the NTC. Provides direct leadership, management oversight, and professional development of 7 DA civilian personnel, and indirectly supervises 109 employees (to include military, civilian and contractor support personnel).

Mentors senior leaders on technical and tactical application of Brigade Combat Team enablers during execution of multi-million dollar training exercises. Leads and supervises a team consisting of over 54 coaches providing multi-unit operational mentorship. Director and manager for 750 Soldier multi-functional organization providing engineer and enabler support to the 2nd Stryker Brigade Combat Team. Advised senior leaders on technical and tactical employment of Military Intelligence, Signal, Chemical Reconnaissance, Engineer, Logistical and Administrative Services capabilities. Supervised the operational readiness, training, security, and personnel administration. • Redeployed 65th Engineer Battalion from Afghanistan and reintegrated personnel and equipment onto Schofield Barracks. Transformed organization and successfully assimilated 4 separate companies and three organic companies into one cohesive team. • Mentored, coached and trained subordinate Company Commanders and Staff Officers; developed staff personnel for positions of increased responsibility. • Trained, prepared and deployed over 300 personnel on Pacific Pathways Operation supporting Theater Security Cooperation efforts for US Pacific Command across three countries in the Pacific Rim. • Represented the brigade leadership during partnership mission to the Philippines. Engaged with senior leaders from the Philippine Army and conducted a leader development program in support of a combined joint exercise. Laid foundation for future engagements and provided shared understanding across US and Philippine senior leadership on execution of combined field training exercise and live fire operations. • Built and led unified team of consultants supporting the Joint Pacific Multinational Readiness Capability during the execution of a field training exercise in February 2015. Led same team to the Joint Readiness Training Center and provided senior mentorship and consultation services to the 84th Engineer Battalion.
Director and manager for complex task force conducting engineer operations across three regional commands in support of Operation Enduring Freedom – Afghanistan. Supervised the training, equipping, readiness, conduct, health and welfare of 1,150 Soldiers and 12 subordinate companies. • Advised and collaborated with senior division level commanders and staff on all areas of engineering to include Counter IED (C-IED) operations, mobility, force protection, and base deconstruction. • Coordinated enabler support for all Combined Arms Route Clearance Operations (CARCO). Conducted over 500 patrols clearing IEDs from 650 kilometers of assigned Theater Controlled Routes. • Planned, synchronized and executed all theater bridging requirements. Inspected and repaired 25 bridges ensuring all bridges were structurally sound for ISAF forces to utilize during combat and retrograde operations. • Established logistical process for retrograde of theater bridge stock. Identified, containerized, and retrograded 11 line of communication bridges (ACROW) valued over $12 million dollars. • Led multinational base defense force consisting of contracted Afghan security force and partners from the Australian, Bulgarian, and Romanian Armies during the deconstruction of FOB Lindsey. Supervised final transfer to Afghan National Army control, including over $30 million worth of Foreign Excess Personal Property.
Chief of Staff for a theater engineer brigade supporting engineer operations in the US Pacific Command Theater of Operations. Provided direct oversight on operations, personnel management, intelligence, maintenance, logistics, medical, legal, and communications systems supporting over 1,800 Soldiers and their Families. Provided mentorship, guidance and professional development to subordinate units in the planning and execution of all assigned missions. Managed and executed operational budget of $11 million dollars. • Reviewed staff processes and procedures and implemented transformational change to develop efficiencies within staff departments. Command inspection by division organization inspection program reviewed 113 sub-areas improving compliance rating to 96.4%. • Planned and executed operational deployments in support of USPACOM priorities, Operation Enduring Freedom, and Theater Security Cooperation Program exercises. Supervised the deployment of subordinate units to 9 different countries and the US – Mexico border.
Managed construction, combat engineering, geospatial engineering and dive operations for a theater engineer brigade supporting the US Pacific Command Theater of Operations. Conducted long range planning and execution of engineer support to Unified Land Operations in the Pacific Theater. Improved brigade readiness by ensuring all units were trained and prepared to support global contingencies, crisis management and Humanitarian Assistance / Disaster Relief operations. • Reviewed operational systems and procedures. Instituted organizational transformation within operations department improving efficiencies across the brigade in training management, schools allocations, ammunition and land management, force projection, and reporting. • Built, trained and deployed team to Korea to support two command post exercises. Chief of Staff for a horizontal and vertical construction battalion conducting construction operations in support of US Pacific Command priorities. Directly accountable for the personnel, logistical, maintenance, and communications systems to ensure operational readiness of 772 Soldiers and their equipment valued at $75 million dollars. Managed and executed a $3.5 million dollar annual budget. • Planned and supervised the deployment of two platoons to the US – Mexico border in support of Joint Task Force North counter-drug operations. Completed construction on over 10 miles of road in support of US Border Patrol across rough terrain. • Developed Environmental Compliance Program resulting in consistent monthly ratings over 97%. • Procured over $1.1 million dollars in new equipment. Developed maintenance program for heavy engineer equipment construction fleet consisting of 350 vehicles. Maintained operational readiness rate over 90%.
