Serves as the Sasebo Area Deputy Fuel Director, within NAVSUP Fleet Logistics Center (FLC) Yokosuka. Serves as the Responsible Officer for inventory control, reporting and quality management of 53% of the Pacific Fleet inventory of DoD petroleum product stored within the Defense Fuel Supply Point (DFSP). Closely coordinates with the installation Commanding Officer, local government agencies, DLA Energy, United States and Allied Forces, for the administration of wholesale bulk fuel management functions including receipt, storage, handling, issue, inventory reporting, operational planning support, facility maintenance, long-term facility planning, environmental program management, services contracting, quality assurance and all other functions related to operational readiness and the storage and safekeeping of petroleum products. Required to develop and recommend overarching strategic and operational initiatives for improving service delivery to mission and customers.
Subject Matter Expert for operation, administration, and maintenance of Aviation Fueling and Lubricating Oils Systems. Led and/or assisted in troubleshooting, inspection, assessment, repair, and testing of LHD class ship aviation fuels, gasoline, and auxiliary systems. As resident technical expert was overall responsible for all fuels operations, maintenance, and repair aboard ship. Responsible for oversight and training of personnel in maintaining the Fuel Quality Surveillance program, ensuring the quality of fuel delivered to US Navy combatant aircraft. Planned, prioritized, provided oversight and training for personnel in completing all functional checks, grooming for proper operation, correct alignment, calibration, and testing of all Aviation Fuels equipment/systems. Through strict adherence to established technical requirements, ensured all work was performed through application of quality assurance and quality control standards as delineated in the Joint Fleet Maintenance Manual. Outstanding trainer of personnel, lending years of experience to provide insight into how systems and equipment operate, proper maintenance, and repair of aviation fuels, gasoline, and auxiliary systems. Complete and thorough understanding of equipment and systems allowed resolution of complicated problems with ease. Excellent analytical skills, judgement and a high degree of initiative have led to successful and timely repair of equipment and systems. Led, Mentored, and Trained over 145 Sailors and Marines in operation, maintenance, and repair of equipment and systems. Expert at developing detailed cost estimates identifying required man-hours and material necessary to support repairs and/or modernization. Serves as Survival, Evasion, Resistance and Escape Expert, responsible for the safety of over 180 Navy/Marine Corp Instructors, Civilian Instructors, and Students during high-risk training. Responsible for the safe and effective training of all U.S. Military and Special Select Foreign Nations Tier 1 assets in the ability to survive in a hostile environment. Apply the Code of Conduct, maintain psychological health under adverse conditions, use survival techniques and equipment, and perform evasion, signaling, self-recovery, and land navigation techniques. Responsible for the Instructors ability to assess, limit, and control behavioral outcomes for students in high-risk, stressful environments; demonstrate instructional techniques; identify students' performance evaluation procedures; discuss purpose and concepts of operational risk management; demonstrate decision-making process; identify group behaviors; recognize group dynamics; discuss power and authority concepts; employ behavioral modification principles; recognize code of conduct training roles and responsibilities; conduct high risk role-play procedures; recognize aspects of the spectrum of captivity; state coercive manipulation methods; discuss phases and objectives of interrogation and indoctrination; explain basic survival principles and medicine; and conduct resistance training laboratory exercises.
