As the Deputy Assistant Director for Policy at ICE, I was the executive responsible for leading the ICE division charged with identifying, developing, and communicating agency priorities and policies. I advised senior leadership on an array of policy issues, including those related to immigration, law enforcement, and management and administration. Together with my team, I led and managed strategic policy projects requiring coordination with interagency partners, such as the Department of Justice, Department of State, the Department of Homeland Security and its component agencies, and the White House. I also represented ICE in interagency discussions, policy fora, and external meetings on issues related to agency policy. Additionally, my division coordinated policy implementation with affected ICE offices and was responsible for overseeing the agency’s strategic planning functions—to include the development and issuance of ICE’s quadrennial strategic plan. Finally, my team played a major role in internal and external messaging regarding ICE policies, including helping to develop rollout plans, press releases, and frequently asked questions, as well as engaging with congressional staff and external stakeholders.

As the Acting Chief of Staff of ICE—a major federal law enforcement agency with approximately 21,000 employees and an annual budget of nearly $9 billion—I served as a member of the agency’s senior leadership team. In this position, I was responsible for providing direct support and counsel to the ICE Director to advance the agency’s objectives and mission. I represented the Director at internal and interagency meetings in his absence, and I was charged with managing the Office of the Director, including all personnel serving on the Director’s immediate staff, as well as for directly overseeing the ICE offices responsible for congressional relations, public affairs, and external engagement. As a result, I was responsible for providing enterprise-level direction on ICE’s congressional engagement, legislative, policy, and external messaging strategies and efforts. I also served as the agency’s primary liaison with the Department of Homeland Security’s Office of the Secretary, the White House, and other federal agencies on key policy and operational issues.

In this position, I was responsible for assisting the ICE Deputy Director, who serves as the chief operating officer of ICE, with overseeing and managing the agency’s day-to-day operations. I provided counsel to the Deputy Director on key agency matters, including operations, legal issues, and policy direction. Additionally, I planned, managed, and organized special projects in support of the agency, and I was charged with running the Office of the Deputy Director, including supervising the office’s immediate staff. I also assisted with preparing the Deputy Director for testimony before Congress (to include drafting oral and written testimony), external meetings, employee townhalls, and press engagements. Finally, I was responsible for coordinating with external stakeholders and interagency partners on key legislative, policy, and operational efforts on behalf of the agency.
