I delivered visionary leadership and strategic oversight as a highly-invested Political Representative of the UNFPA offices and programme in Madagascar, Mauritius, Seychelles and Comoros. I constructed resilience and addressed vulnerability in the big South of Madagascar by spearheading the development of the UNFPA engagement strategy on humanitarian and fragile context utilizing the UN Peace Building Fund (PBF). I drove efforts to prevent conflicts and gender-based violence and to transition countries and regions out of poverty. I advocated for rights-based development and positioning of the Cairo Agenda on Population and Development (ICPD), the Beijing Plan of Action, and Sustainable Development Goals (SDGs). I facilitated efforts to conduct census and data management activities in Comoros and Madagascar. The following are highlights of the value I provided in this position: ■ Mobilized the political leadership of Madagascar, Comoros, Seychelles, and Mauritius to prioritize the nexus population-gender-health-development, to match funds with UNFPA for excellence in programme delivery and in the appointment of the First Lady of Madagascar as UNFPA Ambassador against gender-based violence. ■ Enhanced the profile of UNFPA at the global and continental levels, including with Regional Economic Communities (RECs). ■ Pioneered several successfully adopted key policies and legal frameworks on sexual and reproductive health, family planning, gender-based violence, women and youth empowerment. ■ Advanced effectivity of programme delivery by strengthening the UNFPA field presence in Madagascar, Comoros, Mauritius and Seychelles. ■ Improved the implementation of the transformative new strategic plan aimed at zero maternal death, zero unmet needs for family planning, and zero gender-based violence through capacity building, technical assistance, strategic partnerships, resource mobilization and managing teams performance.
I strategically enacted the UNFPA agenda and mandate regarding population and development issues while functioning as crucial liaison with the AU and ECA. I advocated to position the UNFPA as a reliable, trusted, strategic partner by proactively engaging member states of the AU, including at the level of Heads of State and Government, ministers, ambassadors, and permanent representatives. I cultivated high level strategic partnerships between the UNFPA and the Chairs of the African Union (2013-2016). I participated in major campaigns relating to mandates of the position of UNFPA including the end of child marriages and others harmful practices in Africa, and the Campaign on Accelerated Reduction of Maternal, Newborn and Child Mortality in Africa (CARMMA). I secured and mobilized political support of the AUC and diplomatic community in Addis Ababa throughout intergovernmental processes such as the Rio+20 Summit, Post-2015 Agenda, Sustainable Development Goals (SDGs), and Agenda 2063. The following are highlights of the value I provided in this position: ■ Advocated for and conducted policy operations at the level of the AU Permanent Representatives Committee (PRC) and Executive Council for systematic and strategic mainstreaming of UNFPA’s mission and mandate. ■ Dynamically led special initiatives including the role and contribution of the UNFPA to the High Level Panel of Heads of State and Government of the African Union on the Post-2015 development Agenda and within the African Union Support Mission to Ebola Outbreak in West Africa (ASEOWA). ■ Drove the execution of programmes and thematic activities related to child marriages, the youth and children, gender equality, women empowerment, sexual and reproductive health, and the demographic dividend. ■ Orchestrated high level side events during the UN General Assembly sessions and AU summits that reinforced and advanced the relationship with the Organization of African First Ladies for Development (OAFLAD).
