• Formulated operations-policy-legal strategies and spearheaded new operations processes to drive 24/7 current maritime operations, contingency planning and crisis management. • Led the Republic of Singapore Navy at Whole-of-Government (WoG) set-up involving agencies from MFA, MHA, MOT and AGC, to formulate policies, develop plans and orchestrate WOG operations such as recent maritime dispute between Singapore and Malaysia and maritime security operations during the Trump Kim Summit and Asean Summit in 2018. • Managed the overall force readiness and deployment of RSN assets to safeguard Singapore’s interests.
• Headed a multi-billion dollar shipbuilding programme since 2010, responsible for the delivery of the Littoral Mission Vessel (LMV) capability. The programme involved a complex integrated project team made up of more than 200 staff from the Republic of Singapore Navy (RSN), the Defence Science Technology Agency, Singapore Technologies Engineering and more than 10 overseas Original Equipment Manufacturers • Instead of acquiring a design off the shelf, the vessel was completely conceptualised, designed and built from scratch in order to customise the design to meet the unique requirements of the RSN. • The LMV is a highly advanced digital vessel, which is smart, flexible and configurable to meet the future needs of the RSN. Cost-effective to build, operate and maintain. The LMV design has trailblazed new innovative concepts and disruptive initiatives which enabled more than 50% manpower savings as compared with vessel of similar class, with innovative maintenance solutions implemented which resulted in more than 50% reduction in maintenance efforts required and 20% reduction in maintenance cost than originally projected. • Designed and implemented the life-cycle ecosystem involving human resource development, operations processes, training system and built warehousing and pier facilities to support the harbour upkeep of the LMVs. • The complex programme was delivered well within projected timeline and budget and won numerous accolades; IES Prestigious Engineering Achievement Award in 2017 and Defence Technology Prize in 2016 • We revolutionalised how a naval ship is Designed, Built, Operated and Maintained.
• Commanded the RSN’s Patrol Vessel and successfully accomplished all missions assigned to defence and protect Singapore' interest. Participated in five overseas deployment to expand Singapore’s defence diplomacy with foreign navies • Redesigned new deployment profile of the Squadron which resulted in the generation of additional 20% capacity to meet evolving operational needs
