eNhance CCM recovers revenue for health systems across the country — and the engine behind that recovery is data. As CTO, I’m responsible for the technology platform that transforms raw, highly varied hospital billing data into actionable revenue intelligence at scale. When I joined, onboarding a new health system client took 2–3 weeks and 40–96 hours of senior engineering time. We’re now doing it in 1–2 days. That shift didn’t happen by hiring more developers — it happened by rethinking the architecture entirely. I led the design and delivery of an end-to-end, AI-assisted ETL platform that handles schema detection, automated mapping, data quality validation, and GRR-compliant staging across a growing portfolio of hospital clients. We’ve eliminated over $800K in annual development costs while building the foundation to scale from 10 clients to 180+. Looking ahead, Databricks is central to our data platform roadmap — positioning us to move from client-by-client pipeline execution to a unified, cloud-scale lakehouse architecture capable of supporting enterprise-grade analytics, real-time case generation, and the data volume that comes with national scale. • Established OPM Federal Data Analytics Branch within OCIO at OPM in May 2020. • Grew the branch from 4 teams with 40 Federal employees and contractors to 20+ teams with over 120 Federal employees and contractors in under 2 years. • Responsible for managing programs and budgets totaling over 30 million dollars annually, while continuing to generate new business opportunities. • Leading 15+ teams focused on engineering data pipelines in Azure, resolving data quality issues using cloud native tools, and improving data integration timeliness for aggregating data from 150 Federal Agencies daily. • Led an Agency Cloud Migration and Onboarding team as part of the Cloud Center of Excellence, composed of matrixed employees across CIO while providing direction and leadership to Agency Offices or Organizations seeking to migrate applications or data warehouses from On-prem data center to the Microsoft Azure Cloud. • Consolidating multiple data warehouse solutions including SQL Server, SSIS, Oracle, Informatica all on-prem into Azure based data platform driven by Azure Databricks and Azure Fabric with Power BI. • Architected teams to create Azure Infrastructure and Configuration management processes for a new Data Platform in Azure including multiple Azure Subscriptions, Azure Active Directory, Microsoft Power App Platform and Power BI Premium all unified into a single solution for Authentication and Authorization into Power BI Row Level Security. • Spearheaded the evaluation and "rationalization" of over 153 applications and data warehouse solutions, utilizing a formalized Agile process for Application Rationalization including cloud architecture design & FinOps costing. • Converting schemas to Parquet, migrating them to Azure Data Lake Storage for use in Azure Databricks while leading a team of Architects to design and implement a cross functional data solution used by Federal employees across the US Government.
