• Conduct internal audits and assessments of Aeronautics Systems GTC policies, processes and practices that analyze how effectively 47 SBUs comply with applicable regulations; • Support development of multi-year strategic plan to standardize trade processes across the sector that maximize operational efficiencies and aligns with business goals and objectives; • Investigate reported incidents of non-compliance, coordinate with Corporate Counsel to resolve and/or draft and submit voluntary disclosures to U.S. agencies, and implement effective remediation; • Analyze root cause of compliance issues, develop corrective actions with stakeholder consensus, implement efficiently, validate effectiveness and incorporate lessons learned into ongoing risk metrics; • Utilize and leverage data analytics and IT solutions to improve efficiency of trade compliance processes through change management methodologies and automation.
• Managed global trade compliance for NG Aeronautics Systems supply chain(s) for military aircraft production by maintaining ongoing dialogue with internal customers and foreign suppliers to acquire and maintain all export authorizations necessary for procurement, manufacture and sustainment; • Handled audits of NG tooling and government property overseas (award recognition); updated functional area training for trade compliance content; and assessed corporate and division policies for compliance with post-ECR regulatory requirements; • Investigated and resolved compliance question(s) and/or potential violation(s) within supply chain; and • Initiated and supervised lifecycles of BIS commodity and technology licenses, ITAR licenses and agreements, amendments/replacements and exemptions/exceptions use for hardware exports, technical discussions and joint ventures involving foreign nationals.
• Successfully managed a Consent Agreement with the U.S. Department of State by completing timely all remedial actions including the development and implementation of a global trade compliance program for semiconductor manufacturing operations across North America, Europe and Asia; • Mentored and developed Global Trade Compliance staff to support export / import operations; • Negotiated purchase, modified and implemented trade compliance software to monitor supply chain operations via integration with company’s enterprise resource planning (ERP) software; • Authored training for a global workforce and trained that workforce on import/export regulations and trade compliance policies/procedure pursuant to functional responsibilities and geographic location(s); • Supported acquisition of smaller company with export violations by pro-actively supervising investigation, reporting (voluntary disclosures) and remediating these violations with DDTC and BIS; and • Daily oversaw allotment of resources and labor across enterprise, maintained relationships with external clients, suppliers, distributors, sub-contractors and logistics to support continuous risk assessment of trade compliance program that ensured compliance throughout export life cycle including design, development, classification, sales, license decisions, supply chain, servicing channels, and post- shipment activity throughout multiple regulatory jurisdictions.
