About

Ph.D. civil engineer, with more than 20 years of experience, most of them in the port sector, and I still want to keep on learning. I have been fortunate to share my work with great professionals who have taught me, both technically and humanly, and helped me to become who I am today. Within the Spanish-speaking network, I contribute to the Modern Port Management Course — a 240-hour, eight-module program covering international trade and transport, port organization and operations, economic, commercial, legal and technical management, and the future challenges facing ports. I share the applied experience of leading the Port Authority of Cartagena — including strategic planning, governance, energy transition and smart-port development — with port professionals from Latin America and other regions, supporting UNCTAD's mission of more efficient, competitive and sustainable port management.
