• Prepared project proposals and annual work and financial plan for Information & Publication Division; • Managed the collection, processing, storage and retrieval of higher education data • Managed the acquisition, upgrading and maintenance of the agency’s local area network and components and ensure availability of computing infrastructure for CHED officials and employees as well as access to information by clients through the CHED website; • Managed the development/adoption, implementation and maintenance of administrative information systems; • Managed data reduction, information packaging, printing and dissemination of information, education and communication (IEC) materials and CHED newsletter (CHEDLink) for public consumption; • Planned, directed, supervised, evaluated and reviewed the work of 20 personnel of OPPRI-IPD composed of: eight (8) staff from Data Processing and Databanking Unit; five (5) staff from Local Area Network and Support Unit; five (5) staff from Publication and Information Packaging Unit; and two (2) from the CHED Library; • Prepared 2007-2011 CHED Information System Strategic Plan (ISSP) • Provided orientation and updates for registrars and officials of higher education institutions (HEIs) on HEMIS and State Universities and Colleges (SUCs) on SUCs Normative Funding for allocating SUCs Budget on Maintenance and Other Operating Expenses (MOOE); • Provided advices/recommendations to CHED management on the computerization programs/Information Communication Technology (ICT) projects of the Commission and other inter-agency groups/committees; and • Evaluated Information Technology (IT) project proposals of HEIs and recommends to CHED Management Committee for CHED funding.
• Ensured acceptable quantity and quality of marine diesel oil/marine fuel oil (MGO/MFO) to be loaded to client’s vessel from supplier’s barge(s) using acceptable standards and agreed upon measurements and calculation procedures; • Conducted vessel and barge bunker quantity survey (BQS) and prepared vessel and barge reports with the vessel (Chief Engineer) and barge representatives (Cargo Officer); majority of the vessels for bunkering is in Hong Kong - Hong Kong International Terminal (HIT), South Lamma Anchorage, Dangerous Goods Anchorage, Pu Shen Shek Anchorage, Western Anchorage).
• Total data control of the US$250 Million Gas Plant Project of the Material Department using Material Management System; • Ensured availability of materials and instruments at the warehouse and laydown areas; • Received materials, prepared Purchase Orders and generated daily, weekly and monthly reports; • Conducted daily and weekly data backup.
