Carsten Beyer is an advocate for international cooperation and a believer in the benefits of the European Union. He has dedicated 25 years of his professional life to publicly funded international cooperation projects. Since 2021, he has specialised in the hydrogen sector (especially H2 in the mobility sector). He first worked for the Ministry of Energy in Mecklenburg-Vorpommern and since 2022 for NOW GmbH (the National Organisation Hydrogen and Fuel Cell Technology) on the development of the hydrogen infrastructure in Germany and the Baltic Sea Region. As an economist he has gained in his professional career substantial professional experience in economic development and environmental management as well as specific expertise of the maritime sector in the Baltic Sea Region and other European sea basins. As managing director of a consultancy he also gained vast management experience. Carsten possesses broad experience in conducting studies, in particular for the European Commission: Blue Growth and IMP studies for DG MARE, rural development and agriculture studies for DG AGRI in the Western Balkans. He has worked and lived inter alia in Greece, Ukraine, Turkey and the Western Balkans.
The federally owned programme company NOW GmbH supports, among others, the Federal Ministry of Digital Affairs and Transport (BMDV) in setting up a German-wide network of publicly accessible hydrogen filling stations (HRS). Carsten's tasks include the preparation of funding calls, the design of accompanying research suited to identify e.g. R&D gaps and the monitoring of the HRS network expansion.
The e4ports network aims to bring together stakeholders from the entire value chain and jointly find answers to questions that are relevant to all ports in Germany: What technology options are there for climate-neutral cargo handling? How can their onward transport be carried out without emissions? What options are there for the local production of electricity, hydrogen or derivatives? How can ports prepare for the import of alternative fuels? Carsten has been employed by NOW as Programme Manager responsible for coordinating the entire e4ports network.
“HyTruck - Developing a transnational network of hydrogen refuelling stations for trucks” – INTERREG project application. Working as freelancer for s.Pro GmbH and on behalf of the Ministry of Economics of Mecklenburg-Vorpommern (the project’s lead partner), I developed a project proposal for the Baltic Sea Region and submitted it to Interreg Baltic Sea Region 2021-2027. The objective of HyTruck is to support public authorities in steering the development of a transnational network of GREEN hydrogen refuelling stations (HRS) suited for large trucks. The project has 17 partners from seven countries in the Baltic Sea region.
The Ministry of Energy is the Lead Partner of the Interreg project “MARA – Mobility and Accessibility in Rural Areas “. The project aims to improve the accessibility and mobility in touristic remote areas of the Baltic Sea Region by increasing the capacity of transport actors. Carsten has been employed as project coordinator responsible for both the project implementation in Mecklenburg-Vorpommern as well as the coordination of the activities on the overall project level.
Carsten has been one of the managing partners of s.Pro (www.sustainable-projects.eu), a firm which is specialised in the development & application, implementation & evaluation of transnational EU-financed projects mainly in the field of Resource Efficiency and Maritime Policy. He was responsbile for the company's overall financial and contractual management. He has been working for almost 20 years in the field of international EU-funded projects (both within EU-funded Programmes as well as for the European Commission directly). As managing partner of s.Pro he developed specific expertise in developing and managing complex and large-scale Interreg projects in a number of programme areas (among them Smart Blue Regions, EcoDesign Circle, PRESOURCE, Baltadapt and SPIN).
Carsten was for the financial and contractual management of the EEIG. In this capacity he was also involved in the following projects: • MUSES ‘Multi-Use of Ocean Space’: European wide assessment of real and perceived barriers to various forms of multi-uses of ocean space and development of related multi-level ‘action plan’ for overcoming barriers (Horizon 2020, 2016-2018) • Baltic Blue Biotechnology Alliance “Accelerating the development of marine bio-based products through transnational collaboration” (BSR Interreg, 2016-2019) • Baltic Blue Growth “initiating large scale commercial mussel cultivation in the Baltic Sea region” (BSR Interreg, 2016-2019) • Smart Blue Regions “Promoting Blue Growth in regional Smart Specialization Strategies” (BSR Interreg, 2016-2019) • InnoAquaTech “Promoting technology transfer and development to promote the use of Recirculating Aquaculture Systems in the Baltic” (South Baltic Interreg, 2016-2019) Furthermore he has been responsible for the development of a number of project applications for the Interreg Programme.
