Brian is a Project Control Manager with twenty-nine years’ experience in Project Controls. Projects executed have included pharmaceutical plants, oil refineries, power plants, LNG plants, and chemical plants, covering all aspects of project controls for engineering, procurement, construction, commissioning, and start-up phases. Brian has extensive experience in the development and utilisation of project control software, including Primavera (P3 and P6) and Microsoft tools (Access, Excel, Word, and PowerPoint). Core Strengths include the developing, monitoring, controlling, and managing of project procedures, project reports, main contractor and subcontractor schedules, progress measurement systems, change management and cost control. Based on site as part of the Directorate PMC team, managing/overseeing the Project Control teams on three major EPC contracts, with a total team size of 33 personnel. The project is a megaproject (approx. US$15billion) to revamp three existing refineries, adding over one hundred new process and utility units, and ultimately upgrading the refinery complex output to meet market demand. Managed all aspects of the project controls function for all of the PMC packages. Managed the monitoring and controlling of the schedules produced by the EPC Contractors, the monitoring and control of the Contractor Progress Measurement Systems. Overseeing the development, monitoring and control of all cost reporting, forecasting and analysis. Managed the team determining, raising, and controlling the scope changes on the project. Created the analysis and reporting of overall project status to Senior Executives. Coordinated the project controls elements of EPC Contractors EOT claims, including the detailed schedule analysis by external consultants. Coordinated the highly complex interfaces on such a project, including multiple execution sites, multiple nationalities, and cultures
Based on site for the FEED and EPCm of a Cogeneration project to install 2 frame 6 GTG’s and 3 WHB’s, the associated expansions to the Fuel Gas, Steam System, and all other required utilities. Managed all project controls functions. Developed, monitored and controlled the Level 3 schedules (P6), the set-up and control of subcontractor Progress Measurement Systems and the set-up and control of the overall Construction Management Systems. Carried out the Schedule Risk Assessment for the project, determining and contributing to the probabilistic analysis. Developed, monitored and controlled the project Risk Register, assessing and assigning Severity and Probability, determining and assigning mitigation action. Developed, monitored, and controlled all cost reporting, forecasting and analysis. Managed the team determining, raising, and controlling the scope changes on the project. Assessed the validity of contractors EOT claims, and general change requests. Analysed and reported the overall project status to Main Contractor and Client senior management.

Senior Project Control Engineer on a refinery project. Based in the engineering office for an OSBL project to support a Refinery project to construct a new hydro de-sulfurization process unit, within the existing plant. Generated the fully resourced EPCm Level 3 schedule (P6). Managed development, set-up and control of the Engineering Progress Management System. Managed the estimate recast and budgeting activities.
