Lead the Project HSE department and provide day-to-day HSE service that is effective and suitable to support Project’s HSE objectives. Identify and promote opportunities for HSE performance improvement within the Projects and ensure that Project HSE requirements are widely and consistently understood and implemented. Oversee/ Manage day-to-day HSE activities in accordance with designated areas of responsibility. Assumes the Responsibility of the Project HSE Manager if necessitates by certain situation where the Project HSE Manager cannot be available on the site Coordinate with the project management teams and provide required support and technical advice for any HSE issues. Ensure to provide required HSE inputs for proposals and PQ’s. Assist in establishing HSE Key performance indicators and HSE Improvement plan for the project and monitor the performance regularly. Ensure that the HSE management service remains effective and suitable by effective management of competent personnel. Provide regular, reliable reports and data for monitoring HSE performance and informing management decisions. Identify and promote opportunities for HSE performance improvement Implementation, review and monitoring of HSE Management System. Development and application of hazard identification and risk assessment strategies to reduce the risks to ALARP. Lead/ participate various studies (e.g.:HAZ-CON, SIMOPS etc.,). Conduct HSE MS audits, recommend corrective actions and follow through on HSE areas for improvement. Ensure that activities on site will be planned by creating a Job Safety Analysis on each task. Ensure that safety meetings are being conducted on a weekly basis. Lead the investigation of minor and major incidents and high potential near misses.
Responsible for the field implementation of approved Job Specific Safety & Loss Prevention Program. Reports to and assists the Project Safety Supervisor in the overall implementation of approved program, with a primary function of performing continuous monitoring at work site to ensure continuing conformance of field work force with all relevant safety, health and security requirements, procedures, policies and established safe work practices. Specific responsibilities include: Assists Safety Supervisor in conducting full investigation of accident / incident, including near-misses. Determines probable causes, develops, circulates and enforces appropriate permanent preventive measures. Liaises with the Client Site Safety Representative(s) and other plant concerned authorities or contractors on work related safety requirements at site. Conducts documented Pre-Deployment Safety Orientation with new site employees or returnees prior to mobilization to project site. Carries out daily site surveys to ensure: only safe work methods are in operation, adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and sufficient appropriate Personal Protective Equipment provided and properly worn. Closely monitors scaffold erection / dismantling work, permit required confined space entries, crane work / lifting operations, hot work, equipment energization, tie-ins, and similar hazardous activities and ensures that all relevant requirements are complied with. Participates at Corporate / Project-developed Safety Training / Incentive and Awareness Programs; attends safety meetings with the client / other contractors
Reports and assist to the Safety Manager and functionally to the Corporate Safety & Loss Prevention Manager. Performs a primary function of managing the overall implementation of the approved specific Safety / Loss Prevention Program on the project, checks and ensures compliance of work force. Advises the Site Project Management of contractual and statutory safety, health and environmental protection requirements applicable to project operations / activities. Performs daily and documented periodic safety inspections at work site to identify report and correct unsafe conditions, methods and work practices. Conducts full investigation of accident / incidents including near-misses incurred; identifies probable causes and prepares reports of the same and ensures that established permanent preventive measures are subsequently carried out. Compiles and submits safety reports / statistics as required. Monitors the performance of Safety Officers in the field and extends guidance as necessary in carrying out their assigned functional duties and responsibilities. Conducts Safety Toolbox Meetings in conjunction with line supervision, Emergency Safety Meetings where required, On the Job Safety Training, Hazard Identification Tours / Job Hazard Analysis, Pre-Deployment Safety Orientations, Joint Site Safety Inspections with the client and other similar safety routines. Assists Project Management in arranging with the client PMT Representatives / plant's concerned authorities’ relevant safety requirements such as: Work Permit Receiver / Fire Watch & Entry Attendant Certification Course, Riggers' Certification / Re-certification Test, Heavy Equipment Periodic Inspections / Certifications, etc. Maintains a complete and up-to-date record of Safety Inspections / Reports, Competent / Certified Personnel, Rigging Equipment Certifications / Test Certificates, Heavy Equipment Third Party Inspections, Safety Statistics and other required pertinent documents on project.
