About

I've worked as a lawyer and analyst with the Library of Parliament since February 2016, assigned to both the Standing Senate Committee on Banking, Trade and Commerce and the House of Commons Standing Committee on Finance. I have also sat - as needed - as a subject matter expert for other Parliamentary Committees during parliamentary studies relevant to my expertise. In these roles I provide comprehensive legal analysis, advice and briefing materials to the committees and their members, as well as draft the committee's reports that are tabled in their respective Houses of Parliament. While I specialize in tax and corporate policy, I also provide legal information to parliamentarians in the areas of the economic and trade policy as well as fiscal and monetary policy. I currently work with the House of Commons Standing Committee on Finance as it considers national budgetary policy, personal and corporate tax measures, the operation of the Department of Finance and the CRA, as well as federal legislation of national importance (the Federal Budget, tax reforms and treaties, cryptocurrency regulation, anti-money laundering policy etc.). I am also 1 of 3 advisors to the Canada–United States Inter-Parliamentary Group, a group of MPs and Senators who actively engage Congressional Representatives to initiate productive policy dialogue and develop solutions to shared issues. Recent examples include the renegotiation of NAFTA, regulatory harmonization, border issues, and seeking a resolution to the section 232 tariffs on Canadian steel and aluminium. In addition to the duties above, I work directly for individual Parliamentarians to provide confidential legal research, advice and analysis in areas of taxation, banking, constitutional law, customs and excise, trade, pension regulation and many others. As an extension of this, I will help parliamentarians with the drafting of Private Member's Bills and Senate Public Bills.

Experience

  • Lecturer at Queen's University
    Dec 2023 - Present · 2 yrs 7 mos

As my beautiful and brilliant wife does not appreciate my lectures on tax law at home, I am forced to instead provide them to the fine students of Queen's University Law School. All parties are better off as a result.
