Working with the Director, charged with complete oversight of industrial/manufacturing operation and personnel, consisting of 200+ strong workforce.
Major duties and responsibilities include the following: Ensures that the PWD provides cost effective and high quality products and services from all NAVFAC business lines (Asset Management , Capital Improvements, Public Works, and Environmental). Ensures compliance with regulations concerning budget, Navy Working Capital Fund (NWCF) accounting, and expenditures of public money for which the PWD has responsibility. Responsible for fiscal planning including budget support for the Assistant Regional Engineer and the Business Line/Product Line Coordinators within the FEC Core. This includes both general fund and NWCF requirements. Tracks and reports execution on a monthly basis. Execution metrics may include (but not be limited to) monthly progress towards targets for planning, design, acquisition, construction, and facilities services. Reviews and evaluates work methods, processes, work assignments, and staffing of the PWD. Support actions that will reduce costs or increase productivity. Responsible for the implementation of policies and directives issued by NAVFAC, the installation commander, and other appropriate authorities applicable to the conduct of PWD business. Provide leadership and direction for division directors, branch managers, junior officers, host national managers and second/third level supervision. Plan work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work. Ensures subordinates have proper training and resources for effective execution of their duties. Coordinate community management initiatives with respective business and support line managers. Develops fair and equitable performance standards for subordinates, and evaluates work performance. Exercises and/or delegates timekeeping and leave authority. Make selections for subordinate positions. Approve awards, disciplinary actions, changes in position descriptions and position classification, subject to approval. Ensure a robust safety program.
I provide expert advice and oversight for development of long term facilities requirements plans, site planning, and project development of special projects, military construct ion, demolition, space utilization and base maintenance programs within the PWD Bahrain main area of responsibility, which includes the United Arab Emirates (UAE), the Sheikh Isa Air Base, and the Kingdom of Oman. I oversee the facilities services, and base operating support services, along with the special interest code (SIC) budgets and funds for these services. I am responsible for funding, budgeting, and administration for the department, including General Fund and Navy Working Capital Fund. I am the first line supervisor for two divisions: Facilities Requirements Branch and the Asset Management Branch, consisting of Planning and Real Estate subdivisions. On average, I supervise a division comprising of over 25 military, US civilian and third country national personnel. As the FMD for PWD Bahrain, I am responsible for the integration of all products and services related PWD Bahrain, responding to taskers and data calls from higher Echelon Commands such as NAVFAC Atlantic and NAVFAC HQ, and project manager for certain product and services and contracts and ensuring certain data elements are properly collected and inputted in various NAVFAC e-applications such as ieFACMAN, eProjects. Responsible for the efficient and effective operation of Facilities Management as it relates to liaison with supported commands, induction of PWD workload, coordination of work execution with the Production and Facilities Engineering and Acquisition Divisions, receipt and tracking of customer funds, receipt and execution of Region-provided funds, long range facilities planning, real property management within the PWD area of responsibility, and real estate actions within the PWD area of responsibility.
Effectively identify construction project resources; work with regional Marine Corps Installation (MCI) command to perform Facilities Sustainment, Restoration and Modernization (FSRM) projects valued at $300M+ and develop processes/procedures for new appropriations/programs. Focus on waste prevention and allocate funds to align with budgetary requirements. Serve as Subject Matter Expert for any anti-terrorism/force protection-focused building renovations. Determine construction project priorities, perform on-sight surveys and evaluate findings/ratings. Recommend most beneficial projects, prepare all relevant correspondence on selected projects, coordinate program briefing materials and obtain staff approval of program. Coordinate project submissions and establish funding-supported project listings; request input and manage responses from other engineering departments prior to project approval/funding. Manage USMC demolition activities; update planning and report to MCICOM, SECNAV and OSD. Author insightful point/position papers and other materials on issues concerning construction, recapitalization and other engineering matters.
Developed testing procedures for evaluating hulls, mechanical/electrical systems and other components of fast-attack submarines. Prepared all needed documentation, i.e. technical work drawings, scope-of-work information, work authorization forms; also assisted with component tagouts. Led work-control actions; reviewed ship engineering drawings/specifications to identify systems affected by maintenance/testing activities. Worked with ship personnel to perform required hydrostatic and operational testing of systems/components. Reviewed technical documents to ensure testing was appropriately associated with key events/milestones and met operational/technical/safety requirements. Analyzed test results and provided advisement to senior leadership regarding specific tests needed to prove out all Division work; oversaw subordinate work performance and products and established work priorities.
Developed site planning, oversaw special projects, construction/demolition, space utilization and Base maintenance; evaluated subordinate branch workloads and allocated resources to maximize efficiencies. Prioritized projects and reviewed designs, scope-of-work and budgetary requirements to ensure achievement of customer requirements. Facilitated Maintenance Execution Plan (MEP), utilizing MAXIMO and eProjects to retain project parameters; worked with Facilities Engineering and Acquisition Division (FEAD), Production Division and Deputy Public Works Officer (DPWO) to develop priorities; utilized NFADS database. Participated in space build-out for tenant; compiled relevant information, developed Request for Leasing Action (RLA) and determined scope-of-work with Facilities Engineering and Acquisition Division. Utilized subject matter expertise to develop 1391 documentation covering scope-of-work, costs, site approval, facility planning documentation; forwarded all documentation to appropriate entities for approval. Identified Base fire protection deficiencies and developed 1391 documentation; actively participated in Regional Management Board meetings to support projects; was successful in gaining needed funding. Monitored host-country military construction projects. Served as Asset Management Branch Head and Realty Supervisor during NAVFAC Public Works Bahrain staff shortages.
