CARBON est une start-up industrielle en phase pré-FID qui porte un projet de construction d’une méga usine de fabrication de panneaux photovoltaïques (10 millions/an) verticalement intégrée, pour fabriquer la totalité d’un panneau (ingots, wafers, cellules, puis assemblage) en France, sur la base d’une R&D française, pour apporter une solution de décarbonation made in France, 3000 emplois directs, et une souveraineté pour réduire la dépendance de la France aux importations. Dans ce cadre, ma mission consiste, sur les périmètres Achats et Supply Chain, à élaborer l’ensemble des processus, politiques internes et externes, Conditions Générales d’Achat, organigrammes, définitions de postes, recrutements, rédaction des cahiers des charges, construction et pilotage des appels d’offre internationaux, pilotage des relations fournisseurs, élaboration d’une costed BOM, définition des besoins IT (ERP, outil S2P), rédaction de l’ensemble des processus et du corpus Achats et Supply Chain nécessaire à la phase Projet, puis à la phase de production industrielle. En un mot, mon rôle au sein de l’équipe de Direction est de prévoir, concevoir et mettre en place tout ce qui sera nécessaire au bon fonctionnement de ce projet sur les périmètres Achats et Supply Chain, en collaboration avec chaque département.

My Role & Scope: - Head of Procurement, Contracting Management (FIDIC and BIMCO), Claims Mgmt. Total Procurement Spend: 4,2 Billion€ - Executive Committee member, reporting to CEO - Fast-pace implementation of a high-level Procurement department: People, Processes, Policies, Tools - Hired 11 highly experienced consultants (Sr Buyers, Contract Managers, Claims Managers, Assistants), and onboard - Designed & implemented Procurement Policy, Procurement & Claims processes and Procure-to-Pay processes - Selected & deployed all appropriate IT tools required to monitor these activities - Jointly w/ Finance, co-defined & implemented a new Procure-to-Pay (P2P) procedure for smooth Purchase & Invoicing process, fully integrated into our Project Finance processes - Jointly w/ Legal, drafted templates: Contracts, Head of Terms agreements, Responsibility matrix, Scope of Works - Defined Contracting priorities, provide expertise, lead negotiations with Suppliers, approve all contracts Consortium (SUMITOMO, French Government, ENGIE, EDPR) dedicated to design, build & operate 2 giant offshore wind farms in France (Noirmoutier, Dieppe). Once running in 2026, these windfarms will comprise 123 wind turbines, generating 1 GW to cover electricity needs for 1,8 Million people
