I mobilise infrastructure and climate investment to drive scalable, system-level transformation across Africa and globally. As Director General, I work at the intersection of public, private and development finance capital. I build sustainability & investment platforms, partnerships and delivery models that turn ambition into bankable programmes at scale. I lead Africa growth and sustainability initiatives spanning market entry, partnerships, investment and platform development. My work focuses on expanding access, strengthening institutional capability and connecting capital to credible opportunities across priority markets. My career has focused on bridging strategy, capital and delivery. I led in creating London’s net zero investment pipeline of £34bn and secured over £500m in public funding. I also led the creation of Warmer Homes London, securing £230m to retrofit 22,000 homes. I have delivered major national infrastructure and fiscal programmes within UK Government. Responsible for a dual mandate to lead Africa Growth and establish the Global Institute of Sustainability, with a focus on investment mobilisation, partnership development and platform-led expansion. Selected experience: • Lead Africa growth initiatives across priority markets, advancing market entry, partnerships and investment opportunities aligned to long-term institutional development • Structure strategic partnerships with governments, corporates and development finance institutions, focused on funded programmes and scalable delivery • Support strategic investment and M&A activity to enable platform development and regulated delivery capability • Build relationships with public, private and multilateral partners to develop pipeline opportunities and support long-term growth • Establish the Global Institute of Sustainability, strengthening ESG frameworks, governance and reporting across a multi-institution portfolio
Provide director-level advisory, interim delivery support and executive education training for senior leaders on complex, system-level challenges, integrating policy, capital and delivery across multi-stakeholder environments. Selected engagements: • Delivered assurance reviews for the UK Department for Business and Trade, including the Osaka World Expo programme and £2.5bn DRIVE35 and £500m Automotive Transformation Fund, assessing strategic readiness, value for money and delivery risk • Advised on a £90m bid as part of a Tier-1 consultancy for delivery partner to the £13.5bn Warm Homes Plan • Co-led a national data-driven decarbonisation strategy with Innovate UK, integrating building asset data into investable programmes • Led commercial and stakeholder engagement for a 7–10MW floating solar project, advising on SPV structure and community finance • Designed and delivered executive development programmes for senior leaders across global institutions, including the Bill & Melinda Gates Foundation and the Nigerian Ports Authority, strengthening capability in financial management, governance, systems leadership and cross-agency coordination • Advised the Sustainable Energy Authority of Ireland on renewable energy initiatives, supporting programme design and delivery
Executive lead for London’s energy and net zero portfolio, responsible for strategy, investment pipeline development, commercial operations and large-scale programme delivery. Scope and accountability: £100m+ portfolio, 29 staff, senior lead to the Mayor of London. Oversight of domestic and non-domestic decarbonisation, clean power and heat networks. Selected experience and impact: • Set the strategic direction for London’s net zero delivery ecosystem, aligning Mayoral priorities, boroughs, regulators, utilities and private investors into a coherent operating and investment framework with clear accountability and delivery milestones • Acted as senior accountable owner for complex, high-profile programmes, balancing delivery risk, public scrutiny and commercial outcomes, while advising the Mayor, London Assembly and senior stakeholders on performance and investment decisions • Secured over £500m in national funding and strengthened commercial governance through open-book accounting, contract reform and improved programme assurance • Led the structuring and development of a £34bn investable net zero pipeline, mobilising public, private and community capital across multiple sectors • Led delivery of major decarbonisation programmes, including the Zero Carbon Accelerator • Led the creation of Warmer Homes London, securing £230m to retrofit 22,000 homes and expand access to energy efficiency • Established a £50m clean power commercial facility to accelerate renewable deployment across the GLA group
Accountable for £370m national retrofit programme, retrofitting 20,000 homes across 69 Local Authorities in England. • Built and led high-performing multi-disciplinary team (14 civil servants + 30+ technical experts): Embedded agile governance, robust talent development, and cross-stakeholder collaboration to drive measurable net-zero outcomes. • Set up £363m Social Housing Decarbonisation Fund Wave 1: To retrofit 20,000 homes, across 69 Local Authorities, leveraging £183m private finance, overturning an Infrastructure Project Authority Gate 3 Red Rating in seven weeks, and enabling nationwide programme to launch. Demonstrated strategic delivery leadership under extreme complexity and time pressure, winning a Permanent Secretary Award for Project Delivery Excellence. • Provided independent governance and value-for-money assurance: As an IPA Review Team Member for DESNZ’s Clean Heat Market Mechanism, assessing strategic relevance, commercial viability, and risk for a major national net-zero heat scheme.
Head of Fiscal Policy – Domestic Decarbonisation Secured Instrumental in delivery 2021 Spending Review Settlement. Contributed to shaping UK Fiscal Policy and Strategy for Net Zero Domestic Buildings. • Led fiscal policy and programme strategy for domestic decarbonisation: Including Green Homes Grant (£1.5bn), social housing (£3.8bn), and low-income retrofitting (£2.5bn), shaping cross-government coherence. • Led fiscal strategy contributing to £8bn Spending Review settlement across domestic decarbonisation and clean heat.
COP26 Strategy Advisor Shaped Inclusive Climate Policy Outcomes Senior Support to CEO & Leadership Team • Provided strategic policy advice to the CEO and executive leadership in the lead-up to COP26, ensuring inclusive climate outcomes were embedded in programme strategy. Contributed to cross-government and international alignment efforts, reinforcing delivery impact at one of the world’s most significant climate summits. • Contributed to the COP26 World Leaders Summit through strategic liaison and policy advisory roles. Collaborated with UNFCCC, Cabinet Office, FCDO, and the Nigerian Government to align climate outcomes with global priorities - advancing inclusive policy development and cross-border stakeholder engagement.
