Asif Khan is an experienced Design Director who has successfully delivered a variety of projects in the UK and for the last 12 years in Saudi Arabia. His 27 years experience in managing and coordinating multi-discipline engineering activities ensuring FEED, FEL-2, Design Basis Scoping Paper (DBSP), FEL-3, Detailed Design and Engineering Procurement and Construction (EPC) projects are executed in a safe, efficient, cost effective and timely manner. His in-Kingdom experience within Rua Al Madinah, Neom, Saudi Aramco, Royal Commission, Ministry of Energy, MODON, Ma’aden, Saudi Railways and Red Sea on a variety of engineering projects, has enabled successful execution of developing project design proposals in compliance with applicable industry codes and standards and has the expertise to ‘hit the ball running’ on the project inter disciplinary management and interface co-ordination of large scale engineering projects. Asif is an enthusiastic team member and leader. He has extensive project management experience and knowledge of Aramco and Royal Commission standards to be complied and stakeholder input to be captured in the development of project proposals. Various Riyadh region projects covering engineering management of mixed use, industrial, utilities, hospitality, residential, recreation facilities infrastructure facilities, comprising: • Leading the technical engineering team on infrastructure proposals • Project manage feasibility assessment of existing facilities and development of Concept Master Plan for future phasing options • Liaise with Stakeholders and local Amana’s • Chair coordination meetings, workshop presentations and technical review meetings to ensure the project is delivering the goals and development expectations for the client • Develop technical submittals on bids in response to RFPs for variety of engineering and management proposals
PIF projects, Taif region – Mixed use development schemes: • Undertake technical review of the emerging Concept Master Plan • Liaise with Stakeholders and PIF entities • Develop SoW and RFP’s for various assets and associated infrastructure • Review timelines and develop overall programme schedule • Develop strategies for early works, laydowns and logistics • Undertake the review and elevation of consultant and contractor capabilities and financial standing • Supervise and manage interface coordination issues on site Rua Al Madinah Holding Expansion Project – Delivery Lead for the Project Delivery Office (PDO) on project managing a number of PMC’s undertaking the design and construction of Al Madinah Al Munawwarah expansion project: • Lead the project in optimising planning, schedule, design and construction quality, and to improve project costs and schedules in execution of the delivery programme on budget. • Conduct design and construction assessment on various project proposal subject areas relating to utility plant, infrastructure and asset buildings • Design & construction management of premium hospitality projects, consisting of 5 star hotel brands and residential development and associated infrastructure • Provide expertise of engineering of all disciplines covering concept to project execution • Assist in the development of planning & scheduling project execution, cost design engineering, market assessment and procurement initiatives • Prepare RFP’s and SoW documents for various EPC proposals and give guidance on urban design & engineering practices • Handling and project managing EPC phases (engineering, material procurement, Construction management of hydrocarbon facilities) • Define project scope, technical requirements, and creating a comprehensive project execution plan • Identify recovery plan proposals for project slippages and liaise with various stakeholders on potential impacts
Oxagon Industrial City Development – NEOM. Design managed and coordinated the multidisciplinary engineering team on early works and key infrastructure on the innovative reimagined industrial city within Neom giga project: • Project managing urban design, landscaping and public realm aspects of design delivery on behalf of Neom, ensuing design, tender and construction phases are in accordance with project vision • Participate in negotiations with regulatory agencies and in public meetings in support of clients. Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule • Project management of disciplines for conducting review of engineering documents and procurement specifications through to construction execution • Steward the design team in the development of concept through to construction stage of key infrastructure assets within the proposed industrial city, including design reviews with stakeholders • Prepare urban design and master planning scope of works for urban development inline with Neom’s regional policies and strategic vision • Ensure that project reporting and delivery milestones are maintained and fed back to project controls team for reporting • Monitor and prepare project reporting dashboards on delivery activities through Aconex.
Utilities Development – Red Sea Global. Project coordinated the multidisciplinary engineering team on ensuring consistent and effective implementation of the Interface Management Plan for the project and coordination urban planning and design of key assets: • Established a system for EPC Contractor organizations and company to coordinate their activities as required to effectively manage and organize physical interfaces per principles urban design and environmental goals and requirements of Operations Integrity Management System • Developed and stewards the Interface Management Plan and procedure for the project setting urban layout and environmental goals • Stewarded the compliance with clients and company interface process and presented interface meetings and reports • Project management of disciplines for conducting review of engineering documents and procurement specifications through to construction execution • Conduct field site studies and planning investigations for developing optimum design layouts for accommodation and site office developments across the Red Sea Development programme • Coordinate disciplines in deliverables relating to camp layouts and project construction spaces and project interface issues • Strong emphasis on environmental protection of sensitive coastline has been demonstrated in vetting environmental statements and minimizing impacts on the surrounding locality. • Developed and stewards the Interface Management Plan and procedure for the project setting urban layout, environmental goals and LEED design targets • Construction supervision on interface and battery limit issues with downstream utilities parties other infrastructure building contractors in compliance with client design requirements • Reports design progress and interface register outcomes on weekly and monthly basis.
Hawiyah Unayzah Gas Storage – Saudi Aramco. Project managed the procurement elements of Aramco’s first gas storage project, working with detailed engineering team on identifying, bidding and concluding the technical analysis of all material purchasing components of the project. Marjan Island Master Plan – Saudi Aramco. Worked with multi disciplinary team on concept design for new island to support Aramco’s off shore oil & gas operations. Rolling Stock Assessment – Saudi Railway Company (SAR). Project managed studies undertaken for the assessment of existing rolling stock and railway infrastructure to support national railway masterplan. Solar Parks Projects – Ministry of Energy. Project Managed pre-feed studies for proposed solar parks to provide additional green electricity generation feeding into the national grid covering numerous sites across Kingdom. Waad Al Shamaal Master Plan – MODON. Planned and developed a zoned masterplan for mining and supporting Industries, including residential, city center and infrastructure uses. The project supported MODON expansion of phosphate mining activities with the development of an economic based masterplan supporting development for 100,000 residents. Temporary Construction Facilities – Saudi Aramco. Managed and coordinated the masterplan development of a series of Temporary Construction Facility sites supporting the expansion of oil/ gas projects within the Ghawar oil field. Wudayhi Camp – Saudi Aramco. Project managed a multi-disciplinary team in the master planning and design of a new oil/ gas worker camp, providing key support facilities and associated operational/ industrial services. The concept level plan identified land uses and infrastructure options for development of the site based on site investigations undertaken. The project included multiple sub-studies to identify options for various project components, detailed logistics planning and overall site wide master plan for all infrastructure.
