• Unlimited Contracts, Other Transactions, Grants and Agreements Officer • Provide business leadership and contracting support to the Technology Application Branch which supports both Directed Energy and Space Vehicles Directorates, providing site-wide contracting support in both services and research and development. • The Technology Application Branch also supports the Joint Directed Energy Transition Office within the Office of the Under Secretary of Defense for Research and Engineering and the Office of the Assistant Secretary of Defense for Critical Technologies to develop and execute DoD-wide coordinated management and investment strategy. • Provide strategic leadership in all phases of acquisition planning and execution for research and development utilizing a myriad of vehicles such as Federal Acquisition Regulation-based contracts, financial assistance instruments and Other Transactions. • Proven leader and team-oriented problem-solver with the ability to adapt to new evolving situations while achieving timely, accurate, and quality results. • Ensure contract compliance while creatively developing future solutions to reduce risk and administrative burden. • Lead, train, and develop a team of 8 junior to mid-level contracting professionals with an acquisition portfolio of $250M.
• Performed Contract Review and Advisor functions for SSC acquisitions teams on high-value or high-risk actions using a forward-leaning mindset to provide rapid, thorough review and relevant advice. • Advised Prototype Operations-I acquisition team in analyzing risks/issues/problems, developing strategies, and recommended solutions for the >$250M satellite operations follow-on effort until volunteering as Procuring Contracting Officer (PCO) through contract award. Received Air Force Civilian Achievement Medal for extraordinary service. • Supported the >$800M Enterprise Corps Launch Systems Engineering and Integration follow-on acquisition, requirements approval through award. Guided Los Angeles-based team through the SMC 2.0 organizational restructure, calmed frustrations amidst SAF/AQC Operation Clean Sweep regulation reform, encouraged informed risk-taking to accelerate the aggressive timeline when COVID hit during sequestered source selection. • Reviewer/advisor for the Remote Sensing Systems Engineering and Integration (SE&I) follow-on acquisition, SMC’s first SE&I contract to transfer to GSA Assisted Acquisitions. • Supported the SAF/AQC Operation Clean Sweep initiative to revise the Air Force Federal Acquisition Regulation Supplement by carefully considering impact of potential changes, advocating for SMC recommendations, and interfacing directly with SAF/AQCP. • Instrumental in revising the SMC Mandatory Procedures for clarity and efficiency, reducing length of local contracting policy text by approximately 50 percent and transforming them to Procedures, Guidance, and Instructions.
• Warranted Contracting Officer; $1.5M-13 July 2013; Unlimited-23 September 2014 • Directed a contracting team of eight personnel and planned, organized, and managed the entire Department of Defense High Energy Laser Joint Technology Office contracting portfolio consisting of services and R&D acquisitions. Mentored and motivated team members with zero to 20+ years’ experience. • Reinvigorated the 10+ year acquisition strategy history of the JTO's Broad Agency Announcement (BAA) program from a once-every-other-year BAA to a 5-year, Open BAA to reduce the extreme variability of the contracting workload and better respond to the quickly evolving laser state of the art. • Administered up to 50 active R&D Indefinite Delivery/Indefinite Quantity contracts and task orders at a time using expert knowledge of contracting procedures, business and industrial management, and practical knowledge of technical concepts to evaluate contractor proposals and activities. Successfully negotiated dozens of contract actions per year while protecting the Government’s position. Ensured proper use of technical data rights clauses and assertions. • Functioned as a Clearance Reviewer for other sections, advising Clearance Approval Authority on actions up to $25M. • Awarded 152 contract actions as the buyer and PCO in 4 years. Coordinated all required documentation through SBA and local review for $3.9M 8(a) Sole Source contract for administrative services from requirements approval to award in less than 30 days. Administered task order for on-base, modeling and simulation services awarded through GSA's OASIS-SB multiple award schedule.
• Presidential Management Fellow • Executed and administered critical contracts and major modifications supporting 12 successful launches between 2010 and 2013, supporting over $3 billion of national security and experimental payloads as well as suborbital missile defense targets. • Lead buyer for $900M Orbital/Suborbital Program (OSP-3) launch services acquisition, largest procurement in Directorate’s history; a highly complex, multiple award Indefinite Delivery/Indefinite Quantity acquisition aimed to revolutionize launch competition. • Crafted OSP-3 Acquisition Strategy and Request for Proposals, honed through intense market research & three industry day sessions. • Successfully accomplished OSP-3 Source Selection, awarded 4 basic contracts, 4 study task orders, and 2 launch task orders totaling >$272M within 5 days of each other. • Concurrent with OSP-3, steered $4.95M General Services Administration order for professional engineering services from acquisition planning to award. • Negotiated Final Price Determinations for close-out of launch missions awarded as long as 10 years prior, coordinating inputs from Defense Contract Management Agency and Defense Contract Audit Agency. • Served as advisor to program officials in procurement planning for competitive, sole-source, and GSA acquisitions. • Extensive experience with various contract types (Single and Multiple Award IDIQ, Competitive and Sole-Source, GSA, OASIS, CPAF, CPIF, FPIF, CPFF, FFP). • Acted as Focal Point to Directorate for Contractor Performance Assessment Reporting System (CPARS), reporting to leadership status of reports, liaising with Center-level points of contact, conducting training for system users, and developing policies and procedures for successful implementation; Eliminated local CPAR backlog. • Mentored and guided new Directorate civilian employees with patience and professionalism, driving promotions and recognition.
