Lawyer and diplomat, he is currently Deputy Permanent Representative of Peru to the Conference on Disarmament, at the Permanent Mission of Peru to the International Organizations in Geneva. Prior to that he was Adviser to the Cabinet of Peru's Foreign Minister (2021-2022), as well as Adviser to the Secretary General of Peru’s MFA (2019-2021). Previously, he was the Legal Adviser of the Permanent Mission of Peru to the United Nations in New York (2014-2019). As part of Peru's team on the UN Security Council (2018-2019), he dealt with Counter-Terrorism, UN Sanctions, International Tribunals (Accountability), and the Council's Methods of Work. In addition to that, he was Peru's delegate to the Sixth Committee of the General Assembly and its Vice-Chair in the 72 session. Before those positions, he worked at the Advisory Office for the Law of the Sea of Peru's Foreign Ministry (2011-2012), during which time he took part in the preparation of Peru's participation in the oral proceedings of the Maritime Dispute (Peru v. Chile) before the International Court of Justice. He obtained a Ph.D. in international law at the Graduate Institute of International and Development Studies (IHEID), in Switzerland; was trained for a senior civil service career at École nationale d’administration (ENA), in France; and got a summa cum laude law degree from the University of Lima (UL), in Peru. He is the author of the book: “Law of the Sea and Maritime Delimitation: State Practice and Case Law in Latin America and the Caribbean”, (2023, Routledge).
