• Coordinate projects and operational activities including gathering, analysing and reporting relevant intelligence data across liquor, gaming, wagering and casino to facilitate risk based compliance activity and intelligence led investigations. • Plan and deliver timely, accurate and intelligence orientated products to support, inform and influence tactical, operational and strategic decisions. • Interrogation and analysis of data, methodologies and Environmental Scanning of social or politically sensitive areas to optimise outcomes. • Contribute to the development of strategic intelligence capability and advice on broad industry issues, trends analysis, predictive modelling, intelligence gaps and provide recommendations to improve core investigative/regulatory functions. • Timely advice to senior management and stakeholder engagement to assist with policy and decision making.
• Manage the delivery of detailed and informed intelligence including the collection, collation, analysis of intelligence and provide sound advice on compliance activities and investigations. • Lead the development of fit-for-purpose intelligence products to support key initiatives and projects and deployment of resources in the field. • Provide expert level analysis, develop modelling on key trends and identify, develop information collection strategies and report on evolving issues, patterns and trends to product clear, concise and accurate assessments and intelligence reports. • Lead the day-to-day intelligence activities including the planning and resource allocation of Inspectors to undertake kennel inspections and education of greyhound racing participants. • Provide expert advice on the processes and activities for the creation, collation and retention of information and other data in accordance with GWIC privacy requirements to maintain information management systems and databases and to optimise information gathering capabilities. • Build and maintain effective relationships with internal and external stakeholders to design and implement effective information sharing methodologies to optimise compliance and enforcement outcomes and to ensure that intelligence activities and work cycles are coordinated with investigation and compliance colleagues. • Evaluate, enhance and maintain a culture of continuous improvement within the organisation and lead and champion change by identifying issues and opportunities, developing solutions and providing expert advice on alternative approaches and ensuring policies, processes and procedures are current and reflective of innovative best practice approaches. • Delivery of intelligence activities to support the probity, investigation, compliance functions and development of targeted campaigns.
• Implement an assurance monitoring framework for internal and external DRIVES users, ensuring regular audits are undertaken and outcomes actioned. • Provide input into the strategic direction of the DRIVES system; analysis and reporting of trends and issues associated with operational use of DRIVES and ensuring advice and information provided complies with relevant RMS polices and regulations. • Contribute to the integrity of the DRIVES database by proactively monitoring and where necessary, interrogating relevant databases and rectifying records retained on DRIVES. • Investigate, analyse and resolve enquiries and complex matters in relation to information recorded on the DRIVES database from issues raised by State and Federal law enforcement agencies, Drives Help Desk, service centres and licensing and registration jurisdictions throughout Australia. • Develop required documentation including business rules and user guides, for internal and external users. • Review and monitor DRIVES 24 access agreements in partnership with Service Relationships Branch and support the Team Leader in addressing and resolving the complex and contentious issues, including seeking additional information from across the Division.
• Collect and analyse open and authorised (closed) source information and evidence to produce tactical, operational and strategic intelligence products and advice to support the investigation of allegations of corrupt conduct in the performance of the Commission’s functions. • Initiate and develop a range of tactical, operational and strategic written and visual intelligence products that inform and may direct investigation strategies and lines of inquiry. • Collect, organise, evaluate and interpret information and apply systems knowledge, data interrogation and analytical methodologies to identify trends, patterns, relationships and risks of relevance to operational objectives and provide expert advice to investigation team members as to the interpretation and reliability of telecommunications data. • Prepare reports, charts and diagrams, as may be required, for evidence purposes in proceedings of the Commission, prosecution action by the Director of Public Prosecutions or other prosecuting authority and disciplinary proceedings. • Maintaining contact and liaison with internal and external individuals and groups as appropriate, and identifying opportunities to promote strategic partnerships and liaison with other agencies such as the Law Enforcement Conduct Commission, New South Wales Police and other State and Commonwealth agencies. • Mentoring and training staff in the skills and procedures required for the Intelligence Analyst position.
• Produce accurate and written intelligence products that inform and support tactical, operational and strategic decision-making. • Establish, develop and maintain effective professional relationships with key stakeholders. • Conduct, attend or assist with verbal intelligence briefings, presentations and meetings to influence decision-making and inform stakeholders. • Collect, identify and assess information to produce intelligence. Databases include Australian Law Enforcement Intelligence Network (ALEIN), Analyst Notebook, Enterprise Data Warehouse (EDW), MapInfo, Computerised Operational Policing System (COPS), ICOPS – Person Enquiry System, PhotoTrac, and Eaglei. • Knowledge and understanding of the intelligence cycle and ability to apply it to the issues faced by NSW Police Force at all levels. • Identify stakeholder requirements, prioritise workload and manage local portfolios and business processes to meet agreed outcomes and timeframes. • Assist in the development of intelligence practices and personnel to meet the organisations objectives.
• In the Operational Information Agency Division my responsibilities included managing and assisting in providing specific information to intelligence analysts, detectives and operational police for immediate investigative and other operational purposes. • Carrying out liaison and client support and processing information requests to external agencies whilst maintaining effective relationships with nominated external providers of information. • Assessing, reviewing and processing information requests in compliance with legislation, suitability and cost effectiveness. • Searching, analysing, evaluating and dissemination of intelligence information from using various computer database systems (iASK, COPS, ACID, ALEIN, CEDAR, COPS INTRANET, AUSTRAC, ASIC, LEIDS, MEMO, TRIM, DECZIP and IPNDE).
