Mr. Kothleitner has over 32 years of experience in leadership, management, and the development and implementation of various technical and quality programs with over 28 years of combined Navy EOD and DoD Munitions Response Program (MRP) experience. He is an active ASQ member and has been an ASQ certified quality auditor for over 22 years. Mr. Kothleitner also has a current NAVFAC/USACE Construction Quality Management for Contractors certificate. He is AECOM’s MRP Technical Group Director which includes the Program Safety Manager, Geophysical Group, 80+ UXO Technicians, a HR manager, and a UXO Technician Acquisition and Resource Manager. Mr. Kothleitner is the Quality Manager for AECOM’s advanced geophysical classification (AGC) program which is DAGCAP accredited. He has diverse experience with all phases of the DoD MRP. He is involved with proposal design, quality management systems, removal concepts and methodologies, auditing, GIS/database integration, pricing, and risk assessment. Mr. Kothleitner has worked directly with state and federal agencies on MRP projects. He verifies field and office compliance with DoD MRP guidance and the approved MR QAPP which includes the safe removal and final disposition of munitions and explosives of concern (MEC) and material potentially presenting an explosive hazard (MPPEH). He is the Lead Verifier for all MRP proposals and deliverable products globally and provides technical, management, and quality support and oversight for to all MRP project sites. Mr. Kothleitner is part of AECOM’s MRP risk and cost management team. Mr. Kothleitner is part of AECOM’s MRP risk and cost management team. During his military commitment he was a Clearance Diving Officer and an Officer in Charge of two Canadian Navy Diving tenders, conducted numerous international military diving operations/exercises and training (EOD/IED/Mine Warfare). He was both a Dive Supervisor and a Diver of Canadian Clearance Diving Rebreathers and Surface Supplied Breathing apparatus. Operations included mine countermeasures, underwater engineering repairs and salvage operations, and EOD response. He completed his honorable military service as Canada’s Western Region Operations Officer responsible for diving/EOD (military/civilian) related matters.
Quality and technical director of AECOM’s Munitions Response Program (MRP) and staff for the corporate business line worldwide. Responsible for the implementation and development of a standardized corporate MRP quality management and audit program to ensure consistency and quality in the services that are provided meet client expectations and also assist in the management of corporate liability. Involved with all MEC-related project proposals, work plans, SOPS, reports, and deliverables as either author or independent technical reviewer.
Former Fort Ord Military Munitions Response Program (MMRP), Monterey County, CA. •Mr. Kothleitner was responsible for integration and implementation of a corporate Quality Management System (QMS) and a Project specific QC Plan (QCP) to inspect all phases of the UXO removal process and be in compliance with ISO standards to maintain certification. Also maintained UXOQC Manager’s role on the Kaho’olawe project flying between project sites on a monthly basis.
Kaho’olawe UXO Clearance Project, Kaho’olawe, HI. •Responsible for all quality related matters on a Project, according to U.S. Navy sources, which was the site of the largest U.S. military cleanup project ever -- a massive $400+ million undertaking to clear unexploded ordnance (UXO), debris, bomb fragments, and scrap metal left over from decades of bombing. This project had over 300 personnel mobilized daily via helicopters to and from the Island to perform the UXO removal efforts. •Responsible for the development and implementation of a Quality Management System (QMS) and Project specific QC plans and SOPs to inspect all phases of the UXO removal process and meet International Standards Organization (ISO) requirements for certification. The Kaho’olawe Clearance project did become the first UXO industry project to receive the ISO certification.
-As UXO Quality Control Specialist/ Supervisor Mr. Kothleitner conducted surface and subsurface MIL-STD 1916 inspections verifying project’s compliance with UXO clearance requirements. He also implemented the QC surveillance program and supervised all UXO QC field personnel. -As a UXO III Team Leader, Mr. Kothleitner verified exception areas (terrain not suited for “normal” MEC removal procedures) for potential removal action methodology; supervised 6-15 person specialized removal team, and conducted UXO surface clearance operations IAW with established SOP’s. -As a UXO II and III he served as member of 14-person UXO excavation team locating, identifying, and recovering MEC.
