• Bylaw Development: Project coordination of timely bylaw development and issuance upon Board approval. • Data analysis and interpretation related to contaminants in sewer infrastructure to support decision‑making. • Industrial Treatment Fee Rates: Calculation of invoice fee rates for industry in each sewerage area. • Policy Development: Development of policies related to environmental and sustainability objectives.
• Administration and coordination of permits; • Inspection of permitted facilities to determine compliance; • Enforcement of Metro Vancouver Liquid Waste and Air Quality bylaws; • Ensuring compliance with industry specific regulations; • Follow-up on complaints from designated complaint areas; • Responding to after hour calls and complaints on an on-call basis; • Investigation of influent upset events at Wastewater Treatment Plants.
• Execution of wastewater sampling for audit program to demonstrate compliance with Metro Vancouver (MV) Sewer Use Bylaw No. 299, 2008; • Equipment maintenance and calibration; • Investigation of bylaw infractions; • Conducting environmental reviews and processing permits; • Environmental Emergency Response Team (EERT) member responding to complaints from the public and other agencies.
• Consulting for engineering departments on hazardous materials issues and projects; • ConductIng surveys and sampling of hazardous materials such as asbestos, lead, and mould. • Preparation of survey reports with identification of location and severity of hazard situation; • Preparation of hazardous materials removal procedure manuals and abatement specifications as required; • Conducting emergency encapsulation and/or small quantity removal under minimum supervision and in accordance with WorkSafeBC (WSBC) guidelines and regulations; • Providing information and advice to ensure contractor’s staff are in compliance with related WorkSafeBC (WSBC) regulations and providing direction to staff about hazardous materials; • Involvement in contractor selection; • Acting as an on-site supervisor while contractors works on removal and retrofit projects; • Coordination of hazardous materials awareness training for City employees in various departments.
• Project initiation, management and troubleshooting; • Preparation of risk assessments; • Coordination of crews and facilitation of tool box talks; • Preparation of proposals, bid and tender responses; • Preparation of estimates and quotations leading to contract negotiations and building long lasting relationships with clients; • Fielding inquiries on environmental related problems and allocating projects to Project Leads;
• Execution of fieldwork and reporting for Environmental Site Assessments (ESAs) in accordance with BC Ministry of Environment (BCMOE) Contaminated Sites regulations; • Completion of numerous Phase I ESAs for residential, commercial and industrial properties; • Conducting soil sampling during drilling programs, soil vapour sampling and conducting groundwater sampling including well installation and development for Phase II ESAs and Detailed Site Investigations (DSIs); • Collection of legal samples as evidence for a legislative case.
• Occupational Health and Safety Tasks include: ◦ Conducting hazardous materials surveys including sample collection; ◦ Asbestos and lead air monitoring; ◦ Consulting on asbestos remediation projects; ◦ Confined space assessments. • Industrial Hygiene Tasks include: ◦ Conducting fungal and grow-op site assessments; ◦ Consulting on fungal remediation projects; ◦ Conducting fungal spore trap sampling; ◦ Contaminant and particulate air sampling; ◦ Gas testing; ◦ Conducting Indoor Air Quality (IAQ) assessments; ◦ Sound surveys and noise monitoring. • Laboratory Analysis Tasks include: ◦ Asbestos bulk sample analysis; ◦ Asbestos fibre counting. • Environmental Assessments Tasks include: ◦ Preparing Phase 1 Environment Site Assessments (ESAs); ◦ Contaminated site soil sampling and surveying.
