Alexander Rudolph is a cyber defence policy analyst and a Ph.D. Candidate in the Department of Political Science at Carleton University. Alex’s research explores grand strategy, conflict, and competition in cyberspace. His doctoral thesis explores the doctrine, force development, and force structures of offensive cyber capabilities by major cyber powers including the United States, Russia, and China and how it impacts state behaviour in cyber conflict. Alex's research seeks to improve existing research methods by introducing hacker-informed perspectives to explain how and why countries behave the way they do in cyber conflict. In addition to his Ph.D. studies, Alex regularly contributes to Canadian and international discussions on cyber conflict and cyber defence. Alex is an expert on Canadian military cyber defence policy and regularly writes on the Canadian Armed Forces cyber program. In 2023, Alex launched Canadian Cyber in Context, a specialized research and advisory firm focused on Canadian cyber defence policy and cyber procurement and produces Canada's first newsletter dedicated to Canadian cyber defence policy. Alex has over a decade of experience as a project manager and analyst, with expertise in addressing topics including Canadian Armed Forces cyber defence policy and Cyber Command, Canadian cyber defence policy, international cyber conflict, DND/CAF information and data management capabilities, pan-domain and multi-domain operations including pan-domain command and control and joint all domain command and control.
