Alan is a registered pharmacist in both Australia and Hong Kong and holds the Board‑Certified Pharmacotherapy Specialist (BCPS) credential from the US Board of Pharmacy Specialties. His career encompasses extensive experience across community and hospital pharmacy, with strengths in medication management, cytotoxic reconstitution, opioid replacement therapy, unit‑dose drug distribution, and pharmacy informatics and automation. During his tenure as Senior Pharmacist at Quality Healthcare Medical Centre, Bupa, Alan played a central role in shaping pharmaceutical care within a primary healthcare environment. He oversaw end‑to‑end pharmaceutical logistics—including procurement, inventory management, and formulary governance—while driving the strategic development of pharmacy services. He led the design and implementation of advanced informatics systems, provided essential medical information to clinicians and patients, and contributed to business development and contract medicine. Alan also supported the planning of new medical centres, ensuring robust clinical governance and upholding the highest standards of safety and quality. His responsibilities further extended to manpower planning for dispensaries and the training and professional development of pharmacy staff. Alan now serves as Director of Pharmacy at CUHK Medical Centre, where he provides strategic leadership for hospital pharmacy operations. • Lead, steer and manage the Division of Pharmacy to ensure the provision of quality Pharmacy Services through directing and planning of Pharmacy operations, policies and procedures, resource utilization and project implementation; • Establish strategic plans for the development and maintenance of Pharmacy services in line with the Hospital plan and contemporary standards of good pharmacy practice; • Plan and develop manpower requirement, budget and contribute to financial viability of the Pharmacy operation and efficient use of resources and establish drug charging strategy and model; • Introduce and facilitate the adoption of best practices and technology innovations in medication management; develop appropriate drug use initiatives to assure evidence-based outcome; • Keep ahead of trends and changes related to Pharmacy functions and advise management and other healthcare professionals on the pharmaceutical aspects of the healthcare delivery system; plan and work with medical, nursing and other departments to promote and deliver team care service to patients; and • Liaise with Department of Health, Schools of Pharmacy and Pharmaceutical industry to ensure legal compliance, continuous drug supply and foster collaboration in development of Pharmacy practice and research/training
• Teach healthcare management and pharmaceutical marketing to Bachelor of Pharmacy students, as well as evaluate their assignments and presentations. • Supervise pharmacy students during their clerkship rotations.
- Supervise the operation and provide advisory services to multi-specialty medical centres, including those offering oncology, sports medicine, and endoscopy services. This includes managing drug inventory, prescribing, dispensing, and all aspects related to medication management. - Oversee procurement and manage the supply chain distribution of drugs. This includes operating third-party logistics (3PL) services for drugs. - Ensure that the company fully complies with relevant legislation and regulatory requirements, such as the WDL and Authorized Seller of Poisons (ASP). This involves exercising clinical governance over pharmaceutical services. - Provide administrative support to the Drug and Technology Committee and develop pharmacy-related standard operating procedures, drug formularies, and prescribing guidelines. - Lead the development and implementation of IT systems, such as ERP, Electronic Health Records (eHR), medication order entry, clinical decision support systems, and HealthTap® patient app. - Provide support in all financial and procurement activities, such as controlling departmental budgets and evaluating tender submissions. - Advise on setting up, designing, and renovating medical center dispensaries. - Participate in manpower planning, staff recruitment, coaching, and performance management. - Provide pharmaceutical support in managing contract medicine, business development, and for the Bupa Clinical Effectiveness Working Group. - Deliver training to healthcare professionals about medications. - Conduct audits and reviews of dispensary service performance and medication usage patterns, and develop continuous improvement strategies. - Provide advisory support for investigating medication-related complaints and incidents, and developing improvement strategies and remedial actions. - Collaborate with the Department of Health and Hospital Authority on services, such as Public-Private Partnerships, eHR, and Antibiotic Stewardship in Primary Healthcare.
- Provided locum services at Pharmore Pharmacy in Pakenham, Cranbourne, and Arndale, as well as at Guardian Pharmacy, Symbion, Mill Park Superclinic, and several rural community pharmacies. - Supervised the disposal and incineration of damaged dangerous drugs for Symbion. - Experienced with various dispensing and dose administration aid packing systems such as FRED, LOTS, and Webstercare. - Supervised checking webster packs and sachets. - Delivered methadone dispensing service.
