About

I am a generalist international lawyer with two decades of experience spanning legal practice and academia. My expertise includes the law of international responsibility, treaty law, the law of international organizations, theories of international law, international human rights law, international refugee law, and the intersection of law and technology, including cyberspace, artificial intelligence, and nuclear technologies. I have published in leading peer-reviewed journals, including the European Journal of International Law, the Leiden Journal of International Law, the International Organizations Law Review, and the American Journal of International Law Unbound. I serve on the Editorial Boards of the Arab Yearbook of Public and Private International Law, and the International Organizations Law Review. I am also Co-Chair of the United Nations Law Committee of the American Branch of the International Law Association (ILA), a member of the Coordinating Committee of the International Organizations Interest Group and of the Diversity Body of the European Society of International Law (ESIL), and a member of the ILA Committees on Business and Human Rights and on Urbanisation and International Law. Previously, I served as Co-Rapporteur of the ILA Study Group on Responsibility of International Organizations and as a member of the ILA Study Group on UN Sanctions. I am currently Assistant Professor of International Law, with a particular focus on environmental and sustainability issues, at the University of Graz. Before joining Graz, I was Assistant Professor of International Law at Trinity College Dublin. Earlier in my career, I served as Legal Officer (Public International Law and Treaty Law) in the Office of Legal Affairs of the International Atomic Energy Agency (IAEA) and as Legal Officer in the Codification Division of the United Nations Office of Legal Affairs in New York, where I supported the work of the Sixth (Legal) Committee of the General Assembly and the International Law Commission. I have also held academic appointments at the Vienna School of International Studies and the University of Amsterdam, and gained practical experience with Human Rights Watch, the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, and the Office of the United Nations High Commissioner for Refugees (UNHCR)
