I am an officer of the 1995 batch of IAS with diverse experience of administration, managing law and order, implementing development programs, and of policy formulation at Central Government with regard to use of Technology for improving Governance. I am presently posted as Director General, National Informatics Centre (NIC) woth additional charge of Additional Secretary, MeitY with responsibilities of Artificial Intelligence, Emerging Technologies and Digital India Bhashini Division. I also have the additional charge of CEO of India AI Mission. I have previously served as President & CEO NeGD, MD & CEO, Digital India Corporation, CEO Karmayogi Bharat and CEO MyGov during 2019 to 2024. From 2017 to 2019 I was with Government of Nagaland as Principal Secretary to Chief Minister with additional charges of Principal Secretary Urban Development and Principal Secretary Personnel & Administrative Reforms. I was also Home Commissioner Nagaland in 2018. From 2014 to 2017, I was the Executive Director in Food Corporation of India and I coordinated implementation of initiatives relating to Information Technology, Engineering and Storage. I also held additional charge of Executive Director (North Zone) & CVO FCI. I did my Masters in Public Administration from Harvard Kennedy School of Government as a Mason fellow in May 2013. I did my B Tech and M.Tech from IIT Kanpur. I have worked in Nagaland (1995-2001 & 2006-2009) and Uttar Pradesh (2001-05) and have been responsible for implementing development schemes at grass root level, ensuring law and order as also for collecting revenues for the State. I have had experience of working in both Nagaland and Uttar Pradesh. My field experience ranges from constructing roads and irrigation canals, building schools and hospitals to managing droughts, floods and communal riots. I have also worked in close coordination with international and multilateral agencies like DFID, UNICEF and WHO for Child’s Environment Project in Budaun, (2001-02) and Pulse Polio Eradication Programme in Uttar Pradesh (2001-05). I have conducted Elections to Indian Parliament, State Assembly as also Local bodies which are amongst the most complex. I have the experience of working with Ministers, Chief Minister and Governor of the State for policy formulation and implementation. I have implemented Developmental and Welfare programmes at District level with special emphasis on Poverty Alleviation Programmes and delivery of Educational and Health services.
As CEO MyGov, my role was to coordinate, conceive and execute citizen engagement plans of Government of India undertaken by MyGov which is the citizen engagement platform of Govt of India. The role included managing the Independent Business Division of MyGov under Digital India Corporation of MeitY and includes not only implementing high pressure, time bound campaigns on MyGov portal and App but also all social media platforms. It also required running a vibrant organization with almost 99% outsourced employees, with a culture of a startup that thrives on innovation and creativity.
