Deputy Comptroller for the Military Intelligence Readiness Command. Overall responsible for all the financial management operations of the Command, supporting over 8K Soldiers geographical dispense across seven Brigades. Establish, implement, and manage the policies and procedures for funds control, budget, execution, audit readiness, cost management, and accounting of over $69M in the Reserve Personnel, Army (RPA), Operations and Maintenance, Army Reserve (OMAR), and Operations and Maintenance, Army (OMA) appropriations. Supervise a staff of fifteen military and civilian personnel. Responsible for implementing the Military Intelligence Programs (MIP) execution in GFEBS-SA.
Represents the Assistant Secretary of the Army for Financial Management and Comptroller (ASA FM&C) as the primary forward positioned liaison for the 30 Members of the Senate assigned to the Senate Appropriations Committee. Assists in synchronizing the Army's engagement with the Members and personal and professional staff of the Senate Appropriations Committee, and Subcommittees, and executing engagement strategies for Army Senior Leaders to address priority issues with Congress. Supports and supplements the work being done by budget liaison officers working specific portfolio issues. Advise the Chief of Congressional Budget Liaison on all Congressional activities in support of resourcing the Army.
Perform policy, program management, and regulatory analyses; reviews issues identified as needing special attention; reviews and clears legislative proposals and testimony; reviews executive orders and other documents developed in OMB. Advises OMB policy officials on planning and programming; coordinates the formulations and administration of the budget; monitors and evaluates progress made by departments and agencies in implementing and executing the President's policy.
