Construction Director / Head of Projects specialising in (Civil) Port Engineering and Roads.
Appointed as “Head of Projects” for the RAK Ports in Jan 2104 which manage 5 Ports on behalf of the Government Ras Al Khaimah. Responsible for the development and delivery of the CAPEX Project portfolio exceeding AED 400 million ($110million). The role is multifaceted and entails the planning and implementing of policies, procedures, practices and strategy. Key aspects are close liaison with other government agencies, consultants, port operations, end user and stakeholders. Major projects worthy of specific mention are:- Saqr Port Expansion (AED 300 million) - 2No. additional deep water berths (-18m ACD) comprises dredging work, construction of a 700-metres long quay wall, as well as stripping an existing breakwater. Reclamation works, topsides furniture, paving, drainage and lighting. RAK Maritime City “Gateway” to serve Free Zone and Industrial Park (AED 45 million) – bespoke entrance comprises major infrastructure, roads, fire-fighting systems, administration building, security buildings and Customs inspection facilities. Specialties: General management overviewing all steps in the realisation process; design, engineering, tendering, purchasing, construction, quality control, financial control, planning, delivery, acceptance, commissioning and performance improvement. Experienced in managing international teams and with worldwide suppliers as well as direct management of employees
Responsible for all day-to-day operations and strategic direction of the company. • Overall management of construction projects, including planning, scheduling, technical aspects and allocation of resources. • Accountability for the quality of services and workmanship provided by the company and its contractors and suppliers. • Financial control, including budgeting, tender pre-qualifications, pricing tenders, cost estimates, variation orders, tender submissions and final profitability against target. • Personnel responsibility, including recruitment and retention, policies relating to salary, performance evaluations and other requirements. • Overall responsibility for Health and Safety, policy and implementation. • Client relations, developing and maintaining client liaison. Regular attendance at site progress meetings. • Active role in local technical and professional meetings and seminars, representing James Bratton and Co.
Working alongside the outgoing company director to ensure a smooth transition of responsibilities and duties as outlined above.
Worked on-site, overseas in Eire, to provide production and paving services for hydraulically bound materials used in Eire’s strategic road programme, including N25 Waterford, N6 Ballinasloe, N8 Cashel, N9 Carlow, N52 Tullamore etc. • Responsible for a fleet of continuous mobile mixing plants (the largest fleet of Titan ABG heavy duty pavers in Europe) • Preparation and submission of monthly reports and valuations. • Organised resources to ensure production output met client requirements. • Managed staff and provide training for approximately 20 people. • Ensured quality policies were implemented and required standards were achieved in order to comply with ISO 9001. • Monitored and maintained Health and safety standards • Developed and maintain client liaison, regularly attend site progress meetings, acted in an advisory capacity both to clients and staff. • Coordinated maintenance programme for the mixing plants and pavers • Monitored sub-contractors and organised labour. • Working in accordance with WRAP and ISO 14001 environmental standards.
Operations management of coal import terminal and berths (10m tonnes pa). • Coordinated Operations Planners to ensure proper control of terminal equipment, service providers and employees. • Development and application of working practices, to meet requirements of ISO9001:2000. • Ensured that all operations were carried out in accordance with Safe Systems of Work and other governing legislation. • Oversaw the management of the client/sub-contractor agreements. • Planned vessel arrivals, stock yard management and rail terminal programme, including the screening / vetting vessels prior to acceptance and discharge. • Assisted in completion of annual staff appraisals. • Deputised for Terminal Manager as required
Construction of the Humber International Terminal (Phase 2). £44.5m contract, involving land reclamation, extensive conveyor systems, train loading facility, stacker, reclaimers and a 220m jetty extension complete with rail mounted slewing cranes and hoppers. • Responsible for all design, construction and development of the outer harbour, involving “Linkspans”, finger pier, terminal paving, CCTV and communication network and terminal buildings. • Directed, controlled and managed approximately 20 members of the project team. • Prepared feasibility studies, cost estimates and tender documents. • Managed and controlled contractors and consultants to ensure compliance with specifications and programme schedules. • Monitored and controlled project expenditure. • Management of Health & Safety requirements ensuring works were carried out in accordance with Safe Systems of Work and other governing legislation.
Having a sound knowledge of Port operations, the Ports business and its customer base the main duties were to assist and support the Head of Operations in tandem with other ABP departments in managing all port related activities. Oversee individual customer accounts, ensure that the Port’s general appearance/cleanliness is maintained to a high standard. To hold effective meetings with contractors, stevedores and customers, on a regular basis to plan and/or resolve problems. Produce accurate and timely reports when required by the Head of Operations. Co-ordinate/facilitate the various activities within the port estate ensuring that the space within the Port is efficiently used by monitoring cargo dwell times. Control costs, by ensuring that the Port estate, facilities and resources are managed effectively. Ensure that the Port and its users operate safely at all times and comply with the H&S policy. Continually be on the ‘look out’ for new business opportunities and promote the Port to existing and potential customers.
