Contractor at-will for FEMA support. Aiding the construction industry by performing safety audits at commercial and large residential complexes identifying non-compliance with OSHA 1926 Standards and the same for general industry sites to ensure compliance with OSHA 1910 Standards.
Responsible for development and implementation and of BMP and H&S procedures for projects and company along with 8(a) joint venture partners. Part of team to develop and grow company with new opportunities. Institute cost controls to improve project cost tracking. At-will contract performing spill response services under Operations within the ICS structure. Served as incident commander of a Savannah River diesel spill. Coordinator of local, city, and county response and liaison for federal and state level regulatory agencies, including, the United States Coast Guard, OSC. Executed response in satisfaction of vessel owners and regulatory agencies. Group Manager for Deep Water Horizon response. Implemented management systems and oil recovery techniques being used throughout the Gulf spill including all supporting elements required to maintain operations to effectively meet Incident Command objectives. Upholding a critical position managing the logistics base, over 700 persons, quarters barges, and over 200 vessels of various sizes. Site Manager for Enbridge Energy oil pipeline spill on the Kalamazoo River in Michigan.
Senior Project Manager for EPA Emergency and Rapid Response Service (ERRS) Region IV contract. Approved EPA Project Manager in Region 1, 2, 3, 4, 5, 6, 7 & 8. Successfully manage multiple projects in all aspects of emergency response, disaster recovery, groundwater and soil remediation, CERCLA and RCRA waste management, and health and safety, totaling over $20M, developed alternative methods and approaches at a cost savings of over $1.2M. Worked with EPA Remedial Project Managers and OSCs. Manage local office as needed. Interview and hire new personnel, conduct 40 & 8 hour HAZWOPER training classes for new hires. Assist chemical manufacturer with business continuity planning and recovery with production and IT systems. Some examples of projects are below. • Electrical Resistance Heating project for Soils with chlorinated solvents in FL completed under budget. • Execution of bio-remediation project for treatment of chlorinated solvents. • Gold King Mine Release (Durango/Silverton, CO): Served as Group Supervisor managing water distribution to households and businesses in area, developed water treatment methods at mine location. • Poultry influenza response (Iowa): Managed crew of 100 cleaning, chicken coops and implementing methods of cleaning meeting Department of Agriculture objectives. • Kirby Inland Marine oil spill (Matagorda TX): Managed all on-water boat activities ensuring location of all personnel on project and vessel location. • Hurricane Response (USVI, NC) Managed multiple size crews working for USEPA recovery of household chemical and environmental sensitive waste streams, arranging logistics, liaison with other Federal agencies as requested.
