WCMR’s purpose is to guide, orient, and advise clients at a strategic level on issues related to: Comprehensive risk management and resilience strengthening Climate change mitigation and adaptation Crisis and disaster management Management of pandemics and other high-risk situations Business continuity planning (BCP) Risk-sensitive recovery and capacity-building for greater resilience Policy and programming to minimize and avert threats in a systemic way Today, states, institutions, companies, and systems that help maintain balance and interoperability face a complex landscape filled with uncertainties and risks (both internal and external). These must be evaluated, monitored, and managed to avoid, reduce, or eliminate them. It is common for an event or crisis occurring thousands of kilometers away to affect a community's economy or endanger people's lives, security, and dignity, as well as their assets, in a city, country, or business that has no causal relationship with the event. These events may be triggered by natural or human-made risks, including technological, biological, or environmental hazards. In other words, global impacts become local, and vice versa. Clear examples of this are the increasingly evident effects of climate change, the COVID-19 pandemic, and armed conflicts in Europe, the Middle East, and Africa. Moreover, the risks we face manifest systemically, causing damage across various systems and critical infrastructure upon which societies and their ecosystems depend. Our global interconnectedness is so profound that even failures in an IT system can paralyze activities worldwide, impacting the culture and behavior of communities. The decisions we make and the policies we adopt today can accelerate disaster risk reduction or, conversely, amplify existing risks and create new ones. Now is the time to act!
